JOB SUMMARY: The Family Rehousing Stabilization Program (FRSP) is a scattered-site rapid rehousing program for families in the District of Columbia. The Employment Specialist assesses and facilitates program participants' abilities to quickly gain employment and increase their income to sustain housing at the end of the one-year FRSP program. The position assists participants in achieving employment goals and obtaining competitive employment by developing and building capacity/partnerships with the FRSP program participants, Temporary Assistance for Needy Families (TANF) vendors, potential employers, and specialized training programs and organizations in the District of Columbia, and by conducting group training to build employment skills of participants. The Employment Specialist carries a caseload, provides case management services, and works with participants in assessing job readiness, providing training and coaching to increase and improve their employability.

ESSENTIAL DUTIES and RESPONSIBILITIES:
  • Manage and oversee the employment of FRSP families to increase income and self-sufficiency skills to sustain housing at the end of the one-year FRSP subsidy.
  • Conduct initial and ongoing vocational assessments to set up employment goals with FRSP program participants.
  • Evaluate FRSP participants through intake and assessment addressing barriers to self-sufficiency and employment, and develop individual service plans designed for employment, career exploration and development, and housing self-sufficiency.
  • Connect and encourage TANF recipients to be compliant with TANF requirements and receive the eligible stipend.
  • Organize workshops for FRSP participants on the most desirable soft skills to succeed in the job market.
  • Meet bi-weekly with case managers to review and coordinate services provided to co-shared participants to ensure participants' needs are met and addressed to foster the development of the participant's individualized vocational/employment goals.
EDUCATION and EXPERIENCE:
  • Bachelor's degree in human resources, business administration, human services or related field.
    o If with a Social Work degree, Social Work licensure in the appropriate jurisdiction is required.
    o If with a Professional Counseling degree, Professional Counseling licensure in appropriate jurisdiction is required.
  • One-year experience working with at-risk clients in direct service, and exposure to connecting clients who have a history of homelessness to employment or employment services. In some cases, experience can be substituted with additional related certifications or a master's degree in human services or related field.
  • Driving is required. Must have a valid driver's license and clean driving record.
  • Use of a personal vehicle may be required.
SKILLS and COMPETENCIES:
  • Knowledge of Housing First and Rapid Re-Housing principles and practices.
  • Knowledge of employment hiring practices, training resources, interviewing and resume building skills.
