The Position

This is a permanent part-time position under the supervision of the Recreation Supervisor and Recreation Coordinator that performs a variety of job duties at the Yorba Linda Community Center. A majority of the responsibilities will pertain to the oversight of the daily Senior Lunch Program through Meals on Wheels Orange County. Other duties will include planning, developing, organizing, and coordinating special events; directing and assisting with the administration of recreation activities and programs; scheduling and supervising part-time staff and volunteers; and performing other job-related duties as requested. Some of the responsibilities will be clerical in nature and will include providing customer service support, filing, typing, copying, and assisting clients using an activity registration program. This is a thirty (30) hour a week position, working a flexible schedule primarily daytime weekday shifts, but will include occasional evening and weekend hours. In addition, all Parks & Recreation staff members are required to work on the 4th of July.
Examples of Duties

  1. Under general supervision, responsible for the operations of the Senior Lunch Program, includingdaily meal preparation and activities and events related to the program.
  2. Practices safe operating procedures and observe all safety regulations; comply with safe food handling practices as prescribed by Meals on Wheels OC and the Orange County Health Department.
  3. Maintains an inventory of program supplies, including food and serving supplies; responsible for ordering, receiving, and safely storing all supplies. Recommends the purchase or disposal of equipment and supplies.
  4. Responsible for assessing quality of food, including, but not limited to flavor, presentation, and temperature
  5. Maintains records and statistical information related to participant attendance and program donations; submits written reports accordingly.
  6. Assists in selecting, training, supervising, scheduling and evaluating part-time staff.
  7. Assists in the recruitment, training, scheduling, and tracking of hours of program volunteers.
  8. Assists the Recreation Coordinator with various administrative tasks for senior services programs, including the Senior Grocery Program, and creation of the quarterly Senior Bulletin.
  9. Promotes the publicity of assigned programs and events through the preparation of printed and electronic materials (e.g. informational brochures, flyers, and news releases); and performs other outreach activities to effectively solicit program and event participants.
  10. Prepare additional correspondence using Microsoft Word, Excel, Publisher, and PowerPoint, including written and oral reports, memorandums, forms, surveys, and evaluations.
  11. Assist the Recreation Coordinator in recommending, developing, and monitoring program budget revenues and expenditures. Create Purchase Orders and pay invoices for contract instructors special event entertainment.
  12. Attends necessary staff meetings, training, and in-service programs. This includes a monthly Site Manager's meeting at Meals on Wheels OC headquarters in Anaheim.
  13. Cultivates and maintains positive working relationships with members of the community, community groups and other agencies.
  14. Provides general customer service, process class registrations, and provides resources.
  15. Perform clerical duties such as answering phones, responding to emails, and filing.
  16. Perform other related duties as requested.
Desirable Knowledge Skills & Abilities
  1. A self-motivated individual possessing the ability to think creatively, exercise independent judgment, and identify community recreation needs.
  2. Considerable knowledge of municipal recreation practices, procedures, and methods related to a variety of community-wide special events and programs.
  3. Ability to communicate clearly and concisely, both orally and in writing.
  4. Ability to coordinate, organize, and implement a wide variety of community-wide special events and recreation programs.
  5. Ability to communicate and maintain effective interpersonal and public relations with staff members, public officials, program participants, rental clients, contract instructors, volunteers, and the general public.
  6. Maintains high standards of personal hygiene.
  7. Knowledge of safe food handling practices and the possession of a ServSafe Manager certificate, orthe ability to obtain one within the first three months of employment.
  8. Previous experience in ordering, storage, preparation and serving of food is desired.
  9. Ability to learn the use of light commercial kitchen equipment operations and food preparation techniques.
  10. Possession of a valid first aid and CPR card or the ability to obtain one within the first three months of employment.
  11. Knowledge of Microsoft Word, Excel, and Publisher is highly desirable. The Parks and Recreation Department utilizes the ActiveNet software for program registration, facility booking and accessing reports. Knowledge of this software is desirable but not required.

Minimum Qualifications
Qualified applicants should have a combination of education and experience equivalent to an A.A. degree, with course work in recreation or a related field, and/or two years of part-time experience in the supervision of recreation programs and/or facilities.
Applicant must be over eighteen (18) years of age.

License & Other Requirements
A valid Class C California Driver's License.

Physical Requirements
The physical tasks of this position include sitting at a computer work station, reaching to a shelf height of 7 feet, bending and stooping, and turning and twisting. Additionally, standing, walking, jogging, lifting objects an average of 20-40 pounds, and pushing and pulling carts with a force of up to 60 pounds can each be for sustained periods of time from one to four hours. Each physical task occurs in variations throughout the day. In addition, candidates must be able to work for extended periods of time in the outdoors, and be exposed to sun and varying temperatures.

Vision requirements include ability to read books, magazines, and other printed materials, computer screens, signage, etc. Hearing and speaking requirements include ability to communicate effectively and in a timely manner via the telephone and in person with the public and co-workers.

Exempt/Non-Exempt
This is a non-exempt position. Overtime at the rate of one and one half times the hourly rate of the classification is paid for hours worked in excess of 40 hours per week.

Background Check/Physical Exam
Individuals selected for employment will be required to take and pass a background check (fingerprinting) for all positions and medical exam for full time and permanent part time positions. The background check and medical examination are at City expense; and conducted by a law enforcement agency and physician designated by the City. Candidates who are currently working are urged not to resign until they have successfully passed the background check, physical examination and received a final offer letter.

Disaster Service Worker
In accordance with Government Code Section 3100, City of Yorba Linda Employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
CalPERS - Classic employees 2%@55 (Employee contributes 7%), plus 7% Employer Paid Member Contribution (EPMC). PEPRA (hired on or after January 1, 2013 or six month lapse between CalPERS agencies) 2% @ 62 (Employee contributes 7.75%). At the time of hire, you will be required to fill out a PERS Member Self-Certification form.

Employees hired after March 31, 1986, must contribute 1.45% of their gross earnings for Medicare coverage. The City will match the employee's contribution. The City provides health contributions in accordance with the Affordable Care Act 2014. The City will contribute up to $612.19 per month for medical benefits.

Proportional annual leave and holidays are provided based upon the number of hours worked.
