Job Summary

Intervention Specialists are essential staff to the Early Intervention and Diversion Center (EIDC). The Intervention Specialist conducts interviews with the youth and families with the goal to screen and help identify appropriate services and interventions for the youth and family. The Intervention Specialist will make recommendations to the Prosecutor's Office regarding diversion options. Intervention Specialists maintain lower risk diversion cases for oversight and service referrals.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below. Must be flexible in work hours to accommodate program needs including, but not limited to case consultation on an emergency or as needed basis 7 days/week, 24 hours/day, in person or by telephone. Coordinates services for pre-adjudicated youth to reduce recidivism and minimize involvement in the juvenile justice system; to include youth who were approved for diversion, pending assessment, as well as those who have official charges filed.

Monitors and provides oversight for a high-volume open diversion caseload to ensure compliance with diversion expectations for youth referred to court-contracted services and community-based resources. Troubleshoots barriers encountered within initial diversion programming and develops alternatives, exhausting all diversion options, to avoid further court involvement.

Manages and formulates appropriate service recommendations for high volume caseloads consisting of referrals from the Prosecutor's Office, police, schools, courtrooms, and parents' walk-in complaints.

Formulates case recommendations by reviewing and considering the youth's current and prior involvement with the Court by conducting a thorough in-county record check using the Court's electronic case management system, as well as communicating with out of county/state court personnel, as applicable. Verifies custody and out of home placements.

Assesses and provides intervention for youth who are alleged to have committed status, misdemeanor, and/or felony level offenses.

Conducts interviews with youth and parent/guardian to complete the Ohio Youth Assessment (OYAS) System Diversion Tool, Massachusetts Youth Screening Instrument (MAYSI-II), the Sexual Orientation, Gender Identity and Expression (SOGIE) questionnaire, and other assessments as needed, to determine the risk and needs of the youth/family.

Completes the screening interview within timelines established in policy to quickly assess needs and risks to link youth and family with appropriate services pursuant to the EIDC (Early Intervention and Diversion Center) Diversion Service Matrix tool.

Selects appropriate interventions using analytical and advanced independent judgment skills that address specific needs and risks to identify youth who may need more intensive services.

Manages and completes the referral process to court-contracted service providers and/or community-based agencies for necessary mental health assessments and recommendations in cases where youth's screening indicates a need for a higher level of services. Facilitates service linkages for families and assures services are accessible and available via telephone calls to providers and delegation of responsibilities. Responsible for explaining the process and benefits of specialized services to families and answers questions relative to these services and/or providers.

Engages in networking and collaboration with neighboring counties to refer out of county youth to resources in their community.

Performs case management utilizing the Court's electronic case management system. Reviews data reports compiled within the Court's electronic case management system to track and monitor the current status of all case assignments.

Assists with training and educating police departments, various community partners, court personnel, and the public relating to the Court and the Early Intervention and Diversion Center processes.

Routinely responds to communication from parents/guardians. Responds to inquiries from court personnel, other community agencies and the public.

Properly codes and assembles all necessary Bypass case documents for submission to the Clerk's Office to initiate case Sealing and Expungement processes.

Performs other duties as assigned.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility and confidential information that employee comes into contact with while working with clients.

Working Conditions

This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.

Position may be required to travel and visit with clients and family members and have varying working conditions outside of the courthouse. Contact involves occasional exposure to physical injury, illness or hazards as a continuous part of the position. May occasionally have exposure to unsafe working conditions, people, or elements, and may have to take precautions when performing tasks.

Potential exposure to hazardous situations that may occur in the court environment. Must be able to tolerate exposure to evidence and testimony that may be disturbing; clients who may potentially be verbally or physically uncooperative; allergens, such as perfumes and dust. Works in an office setting and may be subject to quick deliverables and changing work deadlines.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Education and/or Experience

Bachelor's Degree in Social Science, Criminal Justice, or a related area. Experience completing assessments utilized in the juvenile justice field preferred.

Licensure or Certification Requirements

Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance.

Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles. Applicants who possess a driver's license from a state other an Ohio, or those applicants who have possessed an out-of-state driver's license at any time during the five years prior to review, must provide a certified copy of his or her out-of-state driving history for at least the five years prior to the review of the applicant's driving qualifications.
