POSITION OVERVIEW:
Supervise, mentor, and train a team of inspectors who are responsible to inspect and document construction progress on Harris County construction projects to ensure compliance with plans, specifications, and all applicable standards.
This inspection and documentation include but is not limited to providing direct observation of construction activities, producing written reports, pictures, tickets, etc., utilizing both electronic and hard copy media.
Supervision of the inspection team includes all aspects of supervision including but not limited to assigning appropriate workloads, preparing and delivering evaluations, and approving and coordinating work times while maintaining appropriate inspection coverage for the ongoing work.
Coordinate, conduct and document the results of all project inspections (pre-project walk-thrus, daily progress inspections, Substantial Completion Inspections, final inspections, ADA inspections, etc.).
Attend project meetings, coordinate with contractor representatives on scheduling of work, interpretation of plans and specifications, and acceptability of materials.
Provide project management as needed in the absence of the Harris County Construction Manager, including overseeing meetings, supervising staff, coordinating various interested parties both public and private, and representing Harris County to public and private individuals and agencies as applicable who may be affected by construction activities.
A chief inspector is expected to effectively supervise 3-5 inspectors at one time.
JOB DUTIES:
Attend project related meetings (pre-award field walks, preconstruction, progress, monthly status, etc.).
Schedule, conduct and document all project related inspections.
Inspections include daily, pre-concrete pour, ADA, HCFCD, Substantial Completion, Final Inspection, Warranty, etc.
Ensure inspections are conducted in accordance with procedures.
Send invitations commensurate with the type of inspection and number of people attending, but no later than 3 business days ahead of the inspection; follow up with minutes no later than 3 business days following the inspection.
Manage construction materials testing inspection.
Schedule, oversee and document testing inspections.
Manage budget; maintain within budget; inform CMT Manager ahead of budget shortfall.
Ensure compliance with procedures and that reports are submitted within 72 hours of work performed.
Review and approve reports within 72 hours.
Supervise inspection team.
Mentor, train, evaluate and provide feedback to personnel.
Conduct both individual and group training for specifications, procedures, best practices, etc.
Document and conduct scheduled evaluations.
Address non-performance timely and in accordance with procedures.
Facilitate team building and create a team environment.
Minimize resignations and maximize promotions.
Manage workloads - distribute work in accordance with the needs of the work and capabilities of the inspectors.
Coordinate and assist as required to facilitate the success of the project and project team. Ensure all constituent and Precinct issues with inspection are timely and appropriately resolved (within 24 hours or as appropriate with urgency).

Education:
Graduate of an accredited high school or possess an acceptable equivalency diploma.
Experience:
Six or more years of verifiable experience in construction management.
Verifiable experience in effective supervision and training of personnel for both road and bridge construction project oversight.
Knowledge, Skill & Abilities (KSAs):
Demonstrate the ability to read specifications and plans and relate them to inspection of the work.
Knowledge of construction standards, practices, and techniques.
Prepare written documentation using proper grammar, correct spelling, and punctuation.
Be able to measure, quantify and calculate quantities.
Work independently and provide effective supervision to multiple staff members.
Communicate effectively and maintain positive relationships with contractors, supervisors, co-workers, and subordinates.
Good written and verbal communication skills.
Strong organizational skills.
Can work independently with minimal supervision.
Ability to read and interpret maps, plans, and schematics.
Ability to read and interpret legal and technical information & maintain records.

Education:
Associate degree or equivalent education in engineering, construction management, business, or a related field.
Experience:
10+ Years - Experience in construction management.
Knowledge, Skill & Abilities (KSAs):
Proficiency with Microsoft Office.
Proficiency with Adobe and/or Bluebeam/Revu.
Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Hybrid schedule: Three days in the office and two days working from home.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
