Job Summary
This position is responsible for inspecting construction sites for compliance with city codes and project specifications.

Major Duties

  • Inspects construction sites for compliance with plans, specifications, and codes.
  • Prepares inspection reports for submittal to the Alabama Department of Environmental Management (ADEM).
  • Issues notices of violations, stop work orders and citations as necessary.
  • Oversees the city's pavement management plan; identifies and prioritizes road paving needs.
  • Responds to complaints from the general public.
  • Inspects drainage infrastructure.
  • Develops project cost estimates.
  • Inputs data into GIS system relative to curb ramps, paving projects, and other assigned projects.
  • Performs related duties.
Minimum Qualifications
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Must be proficient with computers, including Microsoft office products such as Outlook, Word, Excel and PowerPoint, as well as other departmental systems and software programs.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Alabama for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.

SUPERVISORY CONTROLS

The City Engineer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include the ADEM regulations, subdivision regulations, city codes, project specifications, and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied construction inspection duties. Strict regulations and the unique nature of each project contribute to the complexity of the work.
  • The purpose of this position is to inspect construction projects. Successful performance ensures compliance with all relevant standards, specifications, regulations, and laws.

  • Contacts are typically with co-workers, contractors, vendors, state officials, and the general public.
  • Contacts are typically to exchange information, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, contagious or infectious diseases, irritating chemicals, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
