Johns Hopkins Public Safety (JHPS) Training is seeking an Assistant Director, Curriculum . This position will oversee and manage the instructional design, planning, development, and credentialing of basic, advanced, and specialized training curriculum for Police, Special Police, and Security personnel assigned to Johns Hopkins University and Medicine campuses, including those personnel assigned to the Johns Hopkins Police Department (JHPD). The position provides oversight and management of the development and credentialing of curriculum, lesson plans, and course materials by specially trained instructors tasked with the delivery of enterprise-wide risk reduction processes, crime prevention practices, and public safety workforce development strategies to more than 1300 uniformed police, special police, and security officers.
Specific Duties & Responsibilities

Develop, assess, credential, and deliver an annual curriculum plan for all of public safety and police aligned with stakeholder requirements, JHPS and JHPD vision and mission, certification requirements, and custom content projects.
Provide project management to implement curriculum and organizational goals, strategic programs that foster employee and community education, including concept creation, overseeing implementation, and identifying solutions to barriers that may exist to successful training of curriculum.
Develop new training curricula and lesson plans and provide guidance on methods and current adult learning practices of teaching to all training specialists and adjunct instructors.
Implement standardized assessments that will ensure curricula is aligned with the JHPS and JHPD objectives and provides data to inform instruction and ensure what is learned is applied.
Review and approve primary instructional materials such as curricula and lesson plans developed by training managers and instructors.
Coordinate the delivery of entry-level police and security training, in-service training, and specialized training on an ongoing basis.
Manage partnerships with local colleges and universities as well as internal and external subject-matter-experts and vendors to deliver training.
Assist with assessing vendor-provided training and materials, selection and purchasing processes.
Responsible for compliance with all legal requirements of government regulations and agencies and documentation requirements.
Manage the Johns Hopkins Public Safety Learning Management Systems, including the upload and publishing of learning modules, attendance records, and user maintenance.
Provide management and oversight to ensure the accuracy, maintenance, and reporting of training and certification records in conformance with Maryland Police and Correctional Training Commission regulations and record keeping.
Identify departmental training needs, conduct benchmarking, and assist the Director and Sr. Director with establishment of the Department's training goals and objectives.
Manage basic, advanced, and specialized training coordinated by Public Safety Training personnel. Assist instructors in developing their lesson plans.
Provide oversight and management to ensure maintenance of and controls use of public safety training facilities and equipment.
Provide oversight and management to ensure appropriate usage of office equipment and effective control of sensitive and privileged information, programs, and correspondence.
Maintain liaison with executive and senior managers, regulatory bodies, and allied criminal justice, public safety, and security/police planning organizations to remain current with progressive approaches to public safety operations.
Leverage the use of the Johns Hopkins and JHPS Learning Management Systems (LMS) platforms to manage compliance, assess learner needs, and address emerging training needs.
Keep updated and revise standard operating procedures, plans, and/or methods to account for the implementation of updated training and technical guidance.
Serve as official liaison with the Maryland Police Standards and Training Commission, reporting mandated data and summary analysis on employee compliance, the effectiveness of training programs, delivery models, and outcomes.
Identify police, special police, and security licensing mandates, including monitoring for updated legislative requirements and judicial interpretations requiring updated training and implement changes as needed.
Act as liaison and representative to the Chief of Police and public safety directors, JHU Accountability Board, JHU and JHM stakeholder communities, working groups, and committees in developing training solutions to improve public safety.
Maintain good working relationships, be responsive, communicate, and work effectively with other divisional offices and sites, as well as many other Johns Hopkins Institutions and entities. Handle incoming calls courteously and competently, providing information and answering questions pertaining to Johns Hopkins Public Safety, training programs, and facilities.
Supervise the Administrative Coordinator and Training Managers in the development of lessons and instructional materials, organization of training delivery, and facilitating the documenting and reporting of delivery, attendance, and compliance.
Perform duties as assigned with professionalism and efficiency.
Special Knowledge, Skills, & Abilities
Working knowledge of emerging trends and practices in policing and general Public Safety, including experience with university or medicine campus security activities.
Working knowledge of police and security operations, applicable laws, including MPCTC, CMS, and JCAHO regulatory requirements.
Demonstrated presentation skills, including a firm grasp of instructional technologies, delivery mechanisms, and best practices in the use of virtual and online learning methods.
Strong interpersonal and public relations skills necessary to establish and maintain effective rapport with medical and security staffs, and the public.
Demonstrated track record of taking initiative, effectively navigating ambiguity, and handling multiple priorities.
Advanced consulting and negotiation skills providing appropriate counsel, advice, and work in partnership with supervisors and employees on public safety matters, as well as to facilitate and negotiate solutions.
Demonstrated ability to exercise sound independent judgment.
Behavioral work style that is approachable, collaborative, and shows attention to detail.
Must be able to operate general office, computer, and communications equipment.
Demonstrated ability to manage functions, staffing, and equipment within applicable guidelines. Effectively uses resources within control.
Requirements and Working Conditions
Work is most frequently completed in a normal office environment or classroom setting where there are no physical discomforts due to temperature, noise, dust, etc.
May require occasional evening, nights, and/or weekends. May come in contact with difficult people.
Work may occur in-person at the Johns Hopkins Public Safety Training Center or at one of the many individual JHU or JHM campuses abroad.
Certain training activities require physical skills demonstrations and assessments that involve the moderate exertion of force to apply restraints, move or provide aid to an unconscious person and/or demonstrate the proper use of issued defensive weapons.
Must be in possession of a valid state motor vehicle driver's license and maintain a clean motor vehicle driving record.
Ability to obtain and retain certification as an Instructor from the Maryland Police and Correctional Training Commissions.
Minimum Qualifications
Bachelor's Degree in Instructional Design, Education, Criminal Justice, or related field.
Seven years progressively responsible related experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Master's Degree in Instructional Design, Instructional Technology, Education, or related field.
Professional certification through IACP, IAHSS, or ASIS preferred.
Experience in a security or law enforcement agency servicing a university and/or medicine campus.
Experience as a certificated Maryland Police & Correctional Training Commission General Instructor, collegiate, or secondary educator.
