GENERAL STATEMENT:

FUNCTION OF POSITION:Creates all paperwork and maintains records of cases/clients. Works with other Social Service agencies to develop inter-agency relationships working within the guidelines of The Salvation Army. Responsible for ordering, disbursing, and maintaining food inventories from FEMA funding and Gifts in Kind. Including grant writing, supervising staff, volunteers, and interns related to social services. This position entails the development and management of government and private contracts and assistance programs funded by public and private agencies and TSA. The department head is responsible for ensuring that all programs under the Social Services Department meet contract specifications/guidelines and TSA policies and procedures, including TSA Social Service Standards. The Director is responsible for developing, managing, and staying within budget for all the social services programs, including ensuring billing and accuracy with contract guidelines.
SCHEDULE:Monday - Friday with occasional evenings, weekends, holidays
This job has some flexibility 7:30 am - 4 pm or 8 am - 4:30 pm.
EDUCATION & EXPERIENCE:- A Bachelor's degree or higher in social work or related field or three years supervisory experience preferred.
- An AA degree in social work or a related field Is acceptable with five years of progressively responsible management and supervisory experience in the combined fields of social work, personnel, and fiscal management.
- Applicants must be at least 21 years of age or older and have a current WA Driver License
- Must be able to clear the Motor Vehicle Records check.
- Applicants must comply with the child protection policies of The Salvation Army.
- An understanding and acceptance of The Salvation Army's mission, philosophy, program, and practices.

- Preferably will have First Aid & CPR certification, Food Handlers permit, and Bloodborne Pathogens training. This can be obtained within the first 90 days of employment
- Applicants must have experience working with volunteers and employees in either a team or supervisory role.
- Knowledge of landlord/tenant law in Washington State and Fair Housing law
- Demonstrate leadership ability.
- Ability to understand and comply with The Salvation Army policies regarding disbursement of funding.
- Detail-oriented, Self-starter, and Team Player.
- Ability to schedule work and complete tasks with minimal supervision.
- Flexible in work habits. Must be able to work with co-workers, assist where needed, and supervise staff.

- Must be able to assign duties, weekly staff schedules, scheduling breaks, breaks, and any other necessary training.

- Answer and/or respond to all Social Service telephone calls & emails.
- Recruit and train volunteers for Social Service needs.
- Interview, screen, and make appointments for those seeking assistance.
- Prepare client files and records, making copies of all necessary identification and information regarding client circumstances.
- Maintain current and accurate computer files and statistical data.
- Keep an accurate record of funding received and disbursed. Complete monthly reports to DHQ and Accounting.
- Order and maintain food supplies from FEMA funding. Prepare food boxes.
- General knowledge of business protocols
- Grant research and work with DHQ and Corps Officers regarding available grants
- Coordinate the Christmas Assistance Program and assist with other seasonal programs, community programs, projects, and office tasks when necessary or requested by the Corps Officer or Operations Manager.
- Responsible for the proper recording, disbursing, and reporting of in-kind donations.
- Oversee the food banks' intake of food, driver's schedules, and distribution.
- Manage a caseload for up to fifteen families at a time.
- Coordinate the implementation of all social service programs, including but not limited to the food pantry, community meals, clothing, and furniture vouchers, utility and rental assistance, cooling and warming center, seasonal assistance, and local emergency disaster services.
- Coordinate the various Corps seasonal programming, such as summer youth camp registration, Back-to-School assistance, cooling and warming center, Thanksgiving food assistance, Christmas toy registration, and distribution of toys.
- Work with other Corps Social Service caseworkers and network with Social Service Agencies outside The Salvation Army.
- Turn in weekly statistics to the Corps Officers and/or Corps Receptionist using the Wellsky, compile appropriate monthly statistics, and turn them in to the Corps Receptionist and/or Corps Officer before the first Monday of each month.
- Coordinate any need for a driver and vehicle with the Corps Officers and the Operations Manager.
- Be available as a "fill in" driver for the food bank, Senior Center, kettle routes, and other Salvation Army programs, if needed.
- Manage any other business items that may arise in connection with any Social Services Programs.
- Work with Corps Officers and all programs regarding food needs.
- Pull food that is needed for programs.
- Create partnerships, collaborate with other entities, and coordinate resources.
- Build partnerships with local businesses.
- Maintain and develop new partnerships for our in-kind donations.
- Submit required statistical and other requested reports accurately and timely.
- Attend relevant seminars/conferences as instructed.
- Network with other agencies to refer clients effectively and follow up to meet clients' needs.
- Keep abreast of community issues and services by visiting other community agencies.
- Have weekly one-on-ones with staff.
- Approve timesheets and request time off weekly for direct reports
- Complete reviews as necessary
- Keep proper documentation regarding personnel.
- Provide supervision for volunteers, assigning duties, scheduling, and providing discipline when necessary.
- Recruit, interview, and make recommendations regarding volunteers for the social services programs.
- Be sure the facility is ready for any social service activities i.e. food pantry, warehouse, and other areas.
- Maintain all equipment that is used by social service i.e. walk-in refrigerator, walk-in freezer, both refrigerators located in the warehouse and the pantry, and the freezer located in the pantry.
- Clean both refrigerators located in the warehouse and the pantry, and the freezer located in the pantry weekly.
- Mop and sweep the pantry once the pantry is closed daily.
- Breakdown boxes daily.
- Empty trash cans that are located in the warehouse, laundry room, and pantry daily.
- Ensure that all trash is separated i.e. compost, recycle, trash. Ensure that staff and volunteers are aware of how to dispose of trash in the same manner.
- Notify the Property and Maintenance Technician of repairs or special janitorial needs.
- Learn and implement the Pathway of Hope program for those we serve at the Seattle White Center
- Identify clients who qualify for the Pathway of Hope program.
- Set up interviews for clients who qualify.
- Keep accurate records of client's participation.
- Keep Corps Officers up to date with how the clients are doing.
- Ability to empathize with and advocate for low-income and vulnerable people and to maintain professional boundaries and confidentiality.
- Greet clients when referred by the receptionist.
- Create a welcoming environment for clients.
- Serve and distribute all resources to clients in an equitable way.
- Work with Corps Officers in the setup of Christmas Angels.
- Work with Corps Officers in setting up Angel Tree in TSAMM
- Assist with Kettle driving, pick-up, and drop-off of workers and kettles.
- Manage Christmas Angels sign-ups.
- Keep records of all Gift-in-Kind donations monetary and tangible for Christmas - report this to Corps Officers and DHQ.
- Work with Corps Officers in finding locations for Christmas tags.
- Report gift cards given at distribution to DHQ.
- Pick up Christmas gifts.
- Ability to quickly learn and apply new information/skills.
- Ability to demonstrate leadership abilities.
- Possess or obtain within 90 days of hire a current Red Cross First Aid and CPR certificate card.
- Must complete and adhere to Protecting the Mission requirements and guidelines, including the ability to pass a TSA background check.
- WA State Food Worker's Card must be attained within one month of employment.

Health Insurance: Low bi-weekly premiums for employee-only coverage, Kaiser HMO for those residing in a Kaiser service area, Anthem EPO/PPO is available for those residing outside a Kaiser service area. Parental Leave: The benefit is 40 hours of Paid Leave for qualifying events.
Sick Leave: 12 days of Sick Leave annually accruing from day one, eligible for use after three months' service time.
Paid Vacation:
Two weeks annually, accruing from day one, for non-exempt positions.
Four weeks annually, accruing from day one, for exempt positions.
Accrued vacation is eligible for use after six months' service time.
Paid Holidays: 13 designated holidays + 1 floating holiday per year
