The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout ACS to ensure all divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.
The New York City Administration for Children's Services (ACS) is seeking an outstanding candidate to serve as a Lieutenant within the ACS Division of Administration. The selected candidate will become an integral member of the ACS police team for one of the country's premier children's services agencies dedicated to strengthening NYC's families and their 1.8 million children. Under general supervision, the Lieutenant is responsible for the administration, supervision, and coordination of a large security program or a security staff assigned to a very large area or assigned to secure an operation of significant importance. With latitude for independent judgment and action, the Supervising Special Officer, Level II will supervise and provide leadership to security staff of more than 40 uniformed patrol staff who are responsible for the physical security, safety, loss prevention, and maintenance of order, in accordance with agency orders and procedures. Uses computers and operates electronic security and safety monitoring systems and other equipment and devices. May operate a motor vehicle to perform duties. Performs related work, including performing the duties of lower assignment levels and subordinates.
Additional Responsibilities Include, But Are Not Limited To:
Supervise and administer security within the Children's center or administrative sites within the 5 NYC Boroughs. Advises leadership on security matters, threats, vulnerabilities, and various methodologies to mitigate risks to youth in custody, staff, and the facility.
Manage and evaluate the performance of subordinates, prepare, and submit task and standards and performance evaluations in accordance with agency policies.
Direct, evaluate, and coordinate assignments of staff to ensure adequate coverage for facility operations.
Supervise staff assignments and deployment with special attention to the use of overtime, absenteeism, and equipment accountability.
Minimum Qualifications:
A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of full-time satisfactory experience in the field of law enforcement, protection, or security.
Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.
For Assignment To Assignment Level II: One year of experience as a Supervising Special Officer-Assignment Level I; or
In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection, or security in a supervisory capacity.
For Assignment To Assignment Level III: Two years of experience as a Supervising Special Officer; or
In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection, or security, at least one year of which must have been in a supervisory or administrative capacity.
