The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

Class Specifications

This is a deep class series which includes Engineer I - Transportation, Engineer II - Transportation and Associate Transportation Engineer.

Definition

All levels: Under supervision, performs professional-level transportation engineering work related to preparation of plans, designs and specifications, cost estimates and reports for traffic engineering and transportation planning for the planning, design, operation and maintenance of the City's transportation system. Ensures compliance with laws, rules, regulations and ordinances. Confers with the public, developers and representatives of other agencies regarding facility and infrastructure development. Performs related work as required.

Class Characteristics

All levels: This is a deep classification series with multiple levels that are intended to provide recognition for a range of assignment variety and complexity, increasing professional/technical knowledge and skills, independence of decision-making and the impact of such decisions upon City traffic engineering and transportation planning, construction, maintenance and operations. Incumbents may advance from the entry to the full working level, based on operational need and assignment by management, as they learn City and departmental practices and procedures. As knowledge and experience are gained, the work becomes broader in scope and assignments are more varied and are performed under more general supervision. Advancement to each higher-level class requires gaining the knowledge, skill, experience and credentials that meet the qualifications for that class and demonstrating the ability to consistently perform the work of the higher-level class.

Engineer I - Transportation: Engineer Iis the entry-level into this professional class series. The work is normally prescreened and reviewed by a supervisor or a more experienced engineer in progress and upon completion. Projects and procedures are standard and well defined. Responsibilities require limited exercise of judgment and alternatives for action are restricted. The supervisor screens assignments for unusual or difficult problems and selects techniques and procedures to be applied on non-routine work. Incumbents receive close supervision on new aspects of assignments and work is reviewed in progress and upon completion.

Engineer II - Transportation: Engineer II is the second working level in this class series. Incumbents are not as closely supervised and receive assignments of greater difficulty. The Engineer II-level independently evaluates, selects and applies standard transportation planning and engineering techniques, procedures and criteria, using judgment in making minor adaptations and modifications. Assignments involve investigations with limited numbers of variables. Incumbents receive instructions on specific assignment objectives, complex features and possible solutions. Assistance is furnished regarding unusual problems and work is reviewed in detail upon completion of assignments. Incumbents may need to collaborate the efforts of technicians and others assigned to assist on work assignments.

Associate Engineer - Transportation: Associate Transportation Engineer is the full-professional level class in the engineering class series, with responsibilities spanning the entire spectrum of the City's transportation and traffic planning and engineering function. Responsibilities include the more complex design and difficult technical problems, as well as greater project management responsibilities. Successful performance of the work requires an extensive professional background as well as skills in coordinating work with those of other City departments and public agencies as well as dealing with the public. Incumbents receive instructions regarding the general results expected and receive technical guidance regarding unusual or complex problems. Supervisory review and approval of proposed plans for projects is done without detailed review. Incumbents of this class may provide project, technical and functional supervision of the work of technical and professional subordinates.
Essential Functions

Engineer I:

•Using clearly defined methods and procedures, receives, evaluates, investigates and responds to citizen requests.

•Applies standard practices and techniques in specific situations; adjusts and correlates data, recognizes discrepancies in results and follows operations through a series of related detailed steps or processes.

•Collects and evaluates data related to traffic flow, traffic speeds, circulation patterns, roadway capacity, sight visibility, signal design and traffic accidents.

•Evaluates the traffic impacts of development plans.

•Monitors traffic signal maintenance work performed by maintenance contractors.

•Prepares and implements traffic signal timing plans.

•Maintains traffic forecasting databases.

•Forecasts traffic using computer modeling.

•Prepares signal and striping plans for public works construction projects.

•Assists in the preparation of street improvement plans, specifications and material/cost estimates.

Marginal Functions

•Other duties as assigned.

Engineer II:
In addition to the duties listed above, incumbents perform work involving conventional types of plans, investigations, surveys, structures or equipment with few complex features for which there are no precedents. Assignments normally include one or more of the following areas:

•Prepares specifications, reports and research of a standard scope requiring knowledge of standard principles and techniques.

•Evaluates the need for traffic signals.

•Prepares or reviews plans, specifications and estimates for traffic signal improvements, street improvements and striping and signing projects.

•Directs the work of support staff.

Marginal Functions

Associate Transportation Engineer:

•In addition to the duties listed above, incumbents plan, schedule, conduct and/or coordinate detailed phases of traffic planning and engineering work for a segment of a major project or carry through a total project of moderate scope.

•Performs work that involves conventional traffic engineering practice, but may include a variety of complex features such as conflicting design requirements, unsuitability of conventional materials and difficult coordination requirements.

•Administers consultant selection processes and monitors consultant activities for compliance with standards and schedules.

•Approves payment of fees for services.

•Prepares traffic ordinances and regulations.

•Participates in budget preparation and prioritizes transportation related capital improvement projects.

•Prepares technical staff reports and grant applications.

•Directs the work of professional and non-professional staff.

•Assists in construction inspection for a wide variety of transportation projects.

•Prepares layouts for design projects.

•Prepares cost and material estimates, specifications and contract documents for projects.

•Signs off on documents and reports and performing other duties requiring certification as a Professional Engineer or Traffic Engineer in the State of California.

Minimum Qualifications

Knowledge, Skills and Abilities

All levels:
Knowledge of: Principles, practices, procedures and standards related to City traffic engineering and transportation planning; street and highway design, traffic modeling; traffic control devices, traffic engineering, traffic safety and traffic operations; principles and practices of transportation engineering in a municipal setting; engineering economics; computer applications related to the work, including computer-aided traffic modeling concepts and applications; and techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional and regulatory organizations and with property owners and the public.

Skill in: Developing and reviewing plans for municipal transportation, traffic and transit projects; interpreting, applying and explaining laws, codes, regulations and ordinances; effectively representing the department and the City in meetings with governmental agencies, community groups, various business, professional and regulatory organizations and individuals; preparing clear and concise reports, correspondence, policies, procedures and other written materials; maintaining accurate records and files; and establishing and maintaining effective working relationships with those contacted in the course of the work.

Ability to: Work in a standard office setting with extensive use of written documents, computers and the telephone; travel throughout the City on improved and unimproved terrain to inspect public works sites; attend community and professional meetings both as a participant and a meeting leader; and lift and carry up to 35 pounds.

Engineer II:
In addition to the above, knowledge of: Applicable laws, codes and regulations; professional resource materials; intersection capacity analysis; components necessary to conduct a traffic impact analysis; principles and practices of traffic improvement cost estimation and contract administration; and practices of preparing and presenting effective staff reports.

Skill in: Conducting traffic planning and engineering research projects, evaluating alternatives, making sound recommendations and preparing effective technical staff reports; and using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.

Ability to: Work in a standard office setting with extensive use of written documents, computers, and the telephone; travel throughout the City on improved and unimproved terrain to inspect public works sites; attend community and professional meetings both as a participant and a meeting leader; and lift and carry up to 35 pounds.

Associate Transportation Engineer:
In addition to the above, knowledge of: Practices of researching traffic planning, engineering and design issues, evaluating alternatives and making sound recommendations; transit planning and operations; principles and practices of capital improvement cost estimation and contract administration; and budgeting in the public sector.

Skill in: Developing and administering contracts for professional services in a public agency setting; scheduling and carrying through with assignments without close supervision; directing and reviewing the work of support staff on a project or day-to-day basis; instructing staff in work procedures; and making effective public presentations.

Ability to: Work in a standard office setting with extensive use of written documents, computers and the telephone; travel throughout the City on improved and unimproved terrain to inspect public works sites; attend community and professional meetings both as a participant and a meeting leader; and lift and carry up to 35 pounds.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Education

All levels: A combination of education and experience equivalent to graduation from an accredited four-year college or university, with major course work in traffic, transportation or civil engineering or an engineering discipline related to the area of assignment.

Experience

Engineer I: No experience is required; however, some technical-level experience and/or experience as an intern is highly desirable.

Engineer II: Eighteen months of progressively responsible traffic, transportation or civil engineering experience. Possession of an appropriate MS degree may be substituted for one year of the required experience.

Associate Transportation Engineer: A total of 4 years of professional engineering experience, of which one year must be at a level equivalent to the City's class of Engineer II (Transportation).

Licenses/Certificates/Special Requirements

All Levels: Possession of a valid California class C driver's license at time of appointment and a satisfactory driving record.

Engineer II: In addition to the above, possession of a valid Engineer in Training (EIT) Certificate issued by the State of California or equivalent certification from another U.S. state or territory.

Associate Transportation Engineer: In addition to the above, possession of a valid Professional Engineer (PE) Certificate issued by the State of California; or a valid Traffic Engineer (TE) Certificate issued by the State of California; or a valid TE Certificate issued by another U.S. state or territory that utilizes the California exam AND a valid TE Certificate issued by the State of California obtained within one year of date of hire.
