Deputy Director of OCEIA (0923) - Office of Civic Engagement & Immigrant Affairs
Join the City and County of San Francisco as Deputy Director of OCEIA. This role serves as chief operations officer and strategic leader overseeing OCEIA’s programs, including workforce development, immigrant assistance, community engagement, and grantmaking.
Directs and oversees programs such as Community Ambassador Program (CAP), DreamSF Fellowship Program, Immigrant Assistance Programs, and Community Grantmaking Portfolio.
Sets strategic direction, goals, and scope of services with the Executive Director.
Plans, implements, and evaluates programs serving vulnerable populations.
Operations & Administration
Leads and oversees internal systems, procedures, and performance management.
Supervises and manages staff across divisions.
Develops, recommends, and implements operational policies and protocols.
Grants Management
Manages a $3M+ grant portfolio for immigrant support, community engagement, capacity building, and language access.
Supervises grants management team and leads regular grantee meetings.
Budget & Financial Oversight
Data, Evaluation & Reporting
Oversees data collection, analysis, and reporting systems.
Supervises staff data analysis and maintains statistical records.
Interagency & Community Engagement
Represents OCEIA in interdepartmental collaborations on immigration-related matters.
Supports management of strategic relationships with community leaders, nonprofits, and philanthropic partners.
Special Projects & Innovation
Leads the development and management of special initiatives.
Launches and sustains innovative programs in partnership with public and private stakeholders.
Five (5) years of experience managing or overseeing functions in immigrant assistance programs, immigrant rights/legal services, job development programs, budget management, or grant‑making.
Substitutions: Up to two years of qualifying experience may replace each year of required education (30 semester units or 45 quarter units equals one year).
MBA, Master’s in public administration, public policy, social work, or related field.
Bilingual or multilingual proficiency (written and oral fluency).
Deep knowledge of immigrant support policies or best practices in community‑based service delivery.
Existing relationships with community partners and stakeholder agencies in San Francisco.
Proven track record in advancing the rights of or supporting immigrant, LGBTQ+ and other vulnerable communities.
Public‑sector leadership experience with effective partnerships.
144,560 – $184,496 annually (Range A), scheduled for a 1.5% wage increase on January 3, 2026.
