Executive Director Mayors Office on Returning Citizen Affairs (MORCA) Position is an Executive Service role in Washington, DC. The Executive Director leads MORCAs mission to empower returning citizens, advance the Mayors strategic plan, and improve the quality of life for returning citizen residents throughout the District. Office & Timeline Office: Mayors Office on Returning Citizen Affairs (MORCA) Grade: Executive Service, E1 (DX1) Open: October 27, 2025 Close: November 28, 2025 Salary: $110,225 $165,338 Residency Requirement Applicants must be a District of Columbia resident at appointment or become a resident within 180 days of hire. Executive Service employees must remain District residents during the term of appointment. MORCA Mission MORCA provides advocacy, highquality services, and uptodate information to empower previously incarcerated persons. The Executive Director supervises program activities, coordinates with community organizations, and advances the Mayors reentry agenda. Major Duties Advocate for the returning citizen community and serve as a primary liaison between MORCA and communitybased, faithbased, and private sector partners. Assist the Mayor in developing and functioning the Commission on ReEntry and Returning Citizens Affairs, identifying core challenges and recommending service improvements. Advise the Mayor and Director of Community Affairs on policy and program decisions to train, empower, and engage the Districts returning citizen community. Implement innovative empowerment and engagement activities to address needs of returning citizens across the District. Build and maintain a data collection and analysis system to provide monthly official evaluations of MORCA programs. Oversee the agencys service linkage and case management program, develop and implement workshops and engagement programs relevant to the returning citizen community. Support daytoday operations, staff supervision, needs assessment, community outreach, and community meeting planning. Perform other duties as assigned. Competencies, Knowledge, Skills, & Abilities Proven experience working with returning citizens and their families. Deep knowledge of issues impacting the Districts returning citizen community. Excellent written and oral communication, public speaking, and meeting facilitation skills. Knowledge of reentry case management programs and ability to share demonstrated implications. Understanding of diverse cultural, linguistic, and socioeconomic barriers. Strong grant development and operations management knowledge. Comprehensive knowledge of administrative, financial, and management aspects. Proficiency in analytical and evaluative methods for policy, program, and issue assessment. Ability to design effective techniques for resolving multifaceted problems. Work Environment Primarily inoffice with frequent field time for related events.
