Chief Financial Officer, Operations Director I (NCS) Department of Transportation City of Baltimore Job Summary The CFO is an executive level position responsible for monitoring, managing, analyzing, compiling, and reporting on all fiscal operations within the agency in accordance with all applicable statutory procedures and regulations. The CFO creates the Baltimore City Department of Transportations (BCDOT) annual operating and capital budgets in collaboration with agency leadership, develops the agencys longterm financial strategy, and oversees all financial forecasts, proposed fiscal plans, audits, procurement, and the development of financial and budgetary policies and procedures in accordance with GAAP. Salary Annually: $120,166.00 $198,106.00 Starting Pay: $120,166.00 annually Essential Functions Oversee all financial operations in the agency; lead the annual budgeting process for both operating and capital budgets. Supervise payroll to ensure all staff are paid on a timely and accurate basis; monitor and approve budget expenditure. Prepare cashflow projections, determine budgetary impacts, and make recommendations to senior management. Direct the preparation of all financial reports accurately and timely. Monitor grant funds and recommend grant expenditures. Coordinate agency financial affairs in accordance with GAAP and governmental regulations. Oversee procurement for BCDOT. Provide direction and recommendations to the Director on all financial and fiscal matters. Maintain awareness of new technologies and trends in finance; represent the City of Baltimore as an industry leader. Oversee payroll, grants accounting, procurement, and telecommunications operations. Manage a team of approximately 13 staff. Represent the agency before Baltimores Board of Estimates and the City Council on budget submissions and spending authority requests. Serve as the point of contact with City Audits and external auditors; coordinate responses and implement improvements. Respond to legislation requiring financial analysis and fiscal notes for the Agency. Workday software experience is preferred. Perform other related duties as assigned. Minimum Qualifications Education: Bachelors degree in business administration, public administration, management or a related field from an accredited college or university; Certified Public Accountant licensure is required. Experience: Eight years of seniormanagement, policydriven operational responsibilities, including four years of managing homogeneous functions through subordinate supervisors. Equivalency Notes Equivalent combination of education and experience may satisfy the qualifications. Preferred Qualifications Preferred experience in leadership management that supports staff development; five years directing a major program or project involving administrative policy formulation; five years in the commercial or public finance industry or a related field. Knowledge, Skills, and Abilities Strong analytical, research, and problemsolving skills with a proven record of budgetary and fiscal results. Ability to synthesize complex financial and policy topics and present findings in clear, accessible language. Expert knowledge of financial analysis, budget development, and oversight processes. Expert knowledge of GAAP principles, methods, and practices. Proficiency in Microsoft Excel and Microsoft Office. Advanced knowledge of report preparation techniques and procedures. Effective communication and collaboration skills to engage stakeholders. Ability to direct and lead a large team; strong interpersonal, analytical, and abstract skills. Supervisory experience. Additional Information Background Check Eligible candidates under final consideration for positions of trust must complete a criminal background check and/or fingerprint screening. Probation All selected candidates must complete a sixmonth mandatory probation period.
