Position Purpose: Directs Dartmouth's parking and transportation operations, services, facilities, and programs. Develops, implements, and reports on a comprehensive and phased parking and transportation program that is consistent with Dartmouth's planning process and meets the needs of Dartmouth's students, faculty, staff and guests, striving to be service-oriented, cost effective, sustainable, and accessible.

Required Qualifications - Education and Yrs Exp: Bachelors plus 6 or more years' experience or combination of education and experience

Required Qualifications - Skills, Knowledge and Abilities:
  • Bachelor's degree in public administration, transport or related fields.
  • A minimum of five years' of relevant experience, including at least two years' in a supervisory or leadership role.
  • Proven organizational, leadership, and time management skills. Experience in planning and implementing short- and long-range goals, organizing resources and establishing priorities.
  • Computer literacy and high level of facility with standard business-related software and ability to evaluate and learn new software applications.
  • Excellent verbal and written communication skills, including extensive experience handling customer interactions in a calm and objective manner.
  • Must hold a valid driver's license and be qualified under the terms of the Dartmouth College Driver Safety and Motor Vehicle Policy.
  • Willingness to serve on-call during emergencies. Responding after hours to emergencies is required.

  • Demonstrated knowledge and commitment to sustainable transportation.
  • Demonstrated experience with financial and statistical data, and the ability to provide and analyze reports, forecast revenue and expenditures, and communicate budget variances for management decision-making.
  • High level of motivation with the ability to manage multiple responsibilities and projects and meet assigned or implied deadlines.
  • Ability to negotiate and resolve conflict.
  • Highly developed degree of confidentiality, tact, judgment and initiative.

Description: Administration, Management and Planning
  • Manages professional and customer-focused staff both union and non-union within the Parking & Transportation function.
  • Responsible for hiring, training, supervising, evaluating, and developing the staff to manage all parking and transportation operations, services, facilities, and programs.
  • Develops collaborative relationships with college departments and colleagues to ensure that all financial reporting, contracts with service providers, and parking and transportation enforcement follow standards and guidelines.
  • Determines fiscal requirements, prepares departmental budget, submits invoices for payment, and monitors financial and operating results monthly.
  • Enables sustainable, cost-effective management solutions through technology for all department functions.
  • Collects and interprets monthly and annual data for all functions to report out, assess existing and develop new programs, make recommendations, and strategize planning efforts to meet long and short-range goals.
  • Develops and communicates on Transportation Services policies and regulations and ensures compliance with appropriate policies and procedures.
  • Ensures compliance with all federal, state, and local regulations affecting parking and transportation, especially those related to access and safety.
  • Oversees customer service and handles customer interactions to ensure that complaints, disagreements or misunderstandings about rates or services are resolved quickly and diplomatically.
  • Manages all contracts with service providers and provide assurance that all contract terms are in effect and all parties are complying.
  • Promotes a work environment that values and reinforces diversity, integrity, excellent customer service, problem-solving, collaboration, and collegiality within the office of Parking and Transportation.
  • Serves on regional transportation committees and boards as needed.

Description: Parking
  • Develops, implements, enforces, and evaluates parking regulations, procedures, contractor/vendor parking and collection methods
  • Manages and recommends changes in campus parking assignments, as appropriate, related to the implementation of the campus plan or special needs as they arise.
  • Manages the operation and coordinates the maintenance and repair of campus parking garages.
  • Effectively addresses parking ticket appeals within college policy.
  • Oversees the management of the Parking administration software and related equipment needed to streamline processes, facilitate vehicle registrations, and maximize efficiencies and cost effectiveness.
  • Coordinates the installation and maintenance of traffic, directional and informational signs on campus; ensure the proper marking of visitor, accessible, and reserved spaces; and assigned lots.
  • Remains up-to-date on industry best practices and develops new and innovative ways to enhance department operations.

Description: Transportation
  • Manages a mobility rides program providing ADA rides to eligible students and employees.
  • Maintains productive relationships with transportation service (private and public) providers, negotiates service provider contracts, and manages service provider as they provide drivers and vehicles for the convenience and benefit for the college and broader Upper Valley community.
  • Takes a leadership and advocacy role within Campus Services and the broader campus regarding transportation planning, maintaining shuttle shelters and designated stops, signage, and special event management.
  • Works with transportation providers on impacts of academic events, special events, and municipal projects that impact service locations or route timing.
  • Effective communication to the broader Dartmouth community about transportation initiatives, service interruptions and institutional priorities.
  • Oversight of the Mobility Rides Supervisor for the purchase/lease of Campus Service vehicles using approved vendors.
