General Description and Classification Standards

This individual will work under the direction of the EMS Chief and Medical Director and is essential to the Department’s EMS quality assurance and improvement initiatives. The Quality Assurance and Quality Improvement (QA/QI) Officer will work closely with the EMS Chief and Medical Director to maintain a robust quality assurance and improvement program for all EMS activities in the Department. 

This individual will be expected to operate with a reasonable degree if independence demonstrate good judgment and work ethic in the performance of their duties. The QA/QI Officer will also work with field personnel to improve the delivery of Emergency Services by improving the accuracy and efficiency of the department’s interrelated systems, processes and procedures, as well as monitoring metrics which represent the quality of care delivered and the reporting mechanisms for the delivery of care. 

This position requires the ability to exercise independent judgment in evaluating cases, determining necessary educational initiatives and communicating with crews as well as a working knowledge of existing laws, regulation of policies/protocols.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May be required perform other duties as assigned. 

  • Understand and apply current state and local protocols. 
  • Evaluate patient care reports for completion, accuracy, and compliance. 
  • Digitally return patient care reports to author for correction of quality or compliance deficiencies. 
  • Collect and analyze data to detect individual and department-wide trends and recognize opportunities for improvement. 
  • Assist in the creation and implementation of individual and agency-wide improvement initiatives. Routinely coordinate with EMS leadership and medical direction to address individual opportunities for improvement. 
  • Recognize and relay opportunities to recognize exemplary work. 
  • Assist with education and application of electronic documentation methods. 
  • Communicate with hospital representatives to solicit patient follow-ups. 
  • Create and present EMS documentation training plans for individual providers and the Department. 
  • Participate in working groups, committees, and task forces as necessary. 
  • Additional duties as assigned by the EMS Chief and Medical Director.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. 

  • Must be proficient with Microsoft Office, including Excel, Word and PowerPoint, familiarity with other data analysis tools highly desired
  • Ability to perform data collection and analysis, create digital charts and graphs and follow flow charts. 
  • Considerable knowledge of applicable prehospital laws, rules, ordinances, and departmental standard operating procedures and regulations.
  • Exceptional working knowledge of laws and regulations regarding patient confidentiality. 
  • Working knowledge of educational techniques related to the delivery of EMS education & training.
  • Ability to read and understand what has transpired by reading patient reports.
  • Ability to independently problem-solve, manage workflow tasks and effectively manage time.
  • Ability to learn to perform various tasks utilizing unfamiliar programs on a computer.
  • Strong verbal and written English communication skills.
