The Chief Engineer has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program. The Engineering Program functions include, but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; safety, industrial hygiene, disaster management, and green environmental management services; fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, utility systems. Initiates, molds, and sets policy, procedures, standards, and goals for Engineering programs; develops and applies an internal program of management review, appraisal, and improvement; establishes priorities which recognize and incorporate budget and manpower constraints; provides for formal and on-the-job training and instruction for the staff; and coordinates engineering activities with other administrative and clinical services in the Medical Center.Engineering Program Management and Administration: Responsible for strengthening and enhancing healthcare facility engineering and operations. Key managerial advisor reporting directly to top Medical Center management. Responsible leader and a member of the Medical Center top management team and is relied on for authoritative advice on all aspects of engineering matters. Fully participating technical advisor in all or almost all significant management planning, policy, and decision-making actions of the Medical Center except those of a primarily medical nature.Budgeting/Financial Management Work: Provides for the budgeting and financial management for Engineering Service. This includes budget formulation, justification, and execution; financial management; and financial reporting. Identifies functional requirements for current and future programs inclusive of life-cycle costs. Provides advice to management and program personnel on budgetary and finance issues.Research and Analysis Work: Research and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Provides expert analysis and advice on complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access.Special Projects: Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high-level management.Professional Engineering/Architectural Analysis and Advice: Serves as the Chief Engineer within a medical center/VISN/VACO hierarchy. In this capacity he meets regularly with other Engineers from across the country and VA Leadership from the Office of Capital Asset Management and Engineering Support (OCAMES). Interfaces between VACO and the other Chief Engineers in VISN, and the VISN Capital Asset Manager.Performs Construction Administration Work: Responsible for development and implementation of the Medical Center's capital
improvement program. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam, or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score.OR

The full performance level of this vacancy is GS-14. The actual grade at which an applicant may be selected for this vacancy is GS-14.Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Chief Engineer must also work outdoors in all types of weather.
There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites.
