The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. The Mental Health ICC provides services to veterans in all of North Dakota, 17 counties in Minnesota and one county in South Dakota, most of the service area is highly rural. The incumbent has full responsibility and accountability and works independently on all aspects (planning, developing, organizing, and operating) of the wide range of Clinical Programs within Mental Health.
Duties include, but are not limited to:Administrative and Supervisory Responsibilities: (65% of time)The incumbent supervises a group of employees performing work at multiple levels and grades, providing administrative, technical, and clinical supervision and program management necessary for accomplishing the work of the unit. The individual is responsible for quality and performance improvement initiatives for assigned mental health programs within the Mental Health ICC and/or the facility, VISN, or national program. Independent judgement is utilized to adjust staffing levels, productivity, and work procedures within the organizational unit(s) to accommodate resource allocation decisions made at higher echelons. The individual oversees the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize.The incumbent is the subject matter expert (SME) to VA Facility leadership and staff for assigned Mental Health related programs and serves as a consultant to other VA professionals and administrators on program specific activities. The incumbent works with a wide variety of stakeholders ( e.g., Veterans, family members, state and community agencies, Veterans Service Organizations (VSOs), military support programs, and community agencies.) The incumbent works collaboratively with facility, VISN 23, and VA Central Office staff for mental health program needs.The incumbent manages mental health programming clinical and business operations, accountability for program effectiveness. The incumbent supports customer satisfaction, wellbeing and service delivery. The incumbent addresses Congressional inquiries, VISN and VA Central Office action items as requested. The incumbent develops a data-driven continuous quality improvement program with established goals and outcomes to evaluate and documents the program's effectiveness.In collaboration with MH ACOS, ensures compliance with Credentialing for licensed, credentialed providers. As the Chief of Psychology, the incumbent receives and disseminates Psychology practice and resource information to Psychology staff. Develops and implements a Psychology professional practice review system including assessment of the competency of each Psychology staff, development of functional statements for Psychology staff; provides input into performance appraisals of Psychology staff; and mediates professional and service line conflicts around Psychology professional roles, continuity of care, and quality of care, including referral of veterans across service or care lines.Clinical Responsibilities: (at least 25% of time) Provides a full range of clinical services to include assessment, diagnosis and treatment of mental disorders using evidence-based practices.Provides education to patients, family members, and significant others.Provides comprehensive, evidence-based psychotherapeutic interventions, including individual and group psychotherapy.Develops, implements, and documents the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.Academic/Teaching/Training: (up to 5% of time) Provides training and clinical consultation to psychiatry residents and trainees of other disciplines.Other Significant Responsibilities: (up to 5% of time)Serves on Fargo VA, VISN, and/or National VA committees or task forces as assigned.Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.Recruitment/Relocation Incentive: Not authorizedPermanent Change of Station (Relocation Assistance): Not authorizedTelework: Available (Ad-hoc)Virtual: This is not a virtual position.Permanent Change of Station (PCS): Not authorizedFinancial Disclosure Report: Not required

The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.ORHave a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; (b) The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship.ORHave a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.ANDInternship:(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.OR(b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;OR(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;OR(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.)OR(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations:GS-14 Psychologist (Service Chief)Experience.
