Provide technical scientific leadership involving oceanography, chemistry, geophysics, ecology, and hydrology with respect to research conducted in AOML's OCED, to a team of scientists working to support National Oceanic and Atmospheric Administration's (NOAA) mission to understand oceans and coasts, to aid conservation and management of marine ecosystems, and to predict changes to these valuable resources. Formulate hypotheses determining the most appropriate research strategy and methodology, establish performance measures and milestones. Manage research projects involving multiple scientific fields of work, laboratory analysis and data processing. Provide administrative services to support research program requirements. Enhance effective utilization of space, equipment, and sampling opportunities. Plan for resource acquisitions needed to implement existing and new programs.Facilitate scientific research collaborations and engagements. Develop and maintain new world-class formulations for vigorous major scientific programs built upon fundamental theory and observations. Collaborate and advise Principal Investigators on the progress of divisional science and efforts to identify research opportunities and shared scientific interests. Create links between programs and investigators, and work with Principal Investigators and partners to procure National Oceanic and Atmospheric Administration (NOAA) and other agency funding to conduct research. Contribute to the development of major scientific programs within NOAA and other Federal Agencies. Promote collaboration with other investigators in AOML, University of Miami, Rosenstiel School of Marine, Atmospheric, and Earth Science, and other academic and governmental institutions.Disseminate research findings. Publish research in scientific journals and present research findings at national and international scientific meetings or other appropriate venues; review manuscripts, papers, and proposals as requested by editors of scientific journals or for NOAA and other funding agencies and organizations.Serve as a supervisor planning and distributing work to be accomplished by subordinates. Set and adjust short and long term priorities and improve production or increase the quality of work. Develop standards and evaluate work performance, recommend appointments, promotions, recognition and reassignments. Address poor performance and disciplinary issues.Requirements Conditions of EmploymentThis position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.-AND-SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-5 or GS-15 level:SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year
