Under the direct supervision of the Carroll County Commissioners the Superintendent: Jail & HOC is continuously responsible to provide professional and efficient management of all the Department of Corrections functions for the County in accordance with the provisions of applicable laws, rules, regulations, policies and procedures. Duties includes but are not limited to:Preparing, recommending, revising, and enforcing policies and procedures for the safe, secure and orderly operation of the Carroll County Department of Corrections; Ensuring the efficient and effective operation of the facility; maintaining custody of all inmates; and provides necessary sustenance, clothing, bedding, and shelter.  Manage all emergency situations;Developing, reviewing, evaluating, and overseeing all inmate rehabilitative programs, the delivery of inmate health services by facilitating medical, dental, mental health, and pharmaceutical services, and the Inmate Disciplinary process.Inspecting, reviewing, evaluating, and administering upkeep of the physical plant, all mechanical devices, and safety/security systems; to include making recommendations of capital improvements to the County Commissioners.The successful candidate will have a strong knowledge of the criminal justice system, and the equivalent of the completion of a Bachelor's degree plus ten years in criminal justice, social services, or related field, with five years progressively responsible managerial experience.
