Job Summary The Senior Capital Projects Coordinator performs advanced engineering, architecture, construction management and project management responsibilities. This senior-level professional position plans, budgets, and schedules all aspects of more complex, and/or highly visible capital improvement and other City Funded/sponsored projects; administers consultant contracts; coordinates design reviews, environmental reviews, coordinates property and permit acquisition; coordinates building and contract awards; oversees construction management teams; and monitors project closeouts. Distinguishing Characteristics This class is distinguished from the Capital Projects Coordinator by the complexity, controversial nature, and/or high visibility of the type of assigned projects. Projects assigned at this level generally have City Manager, Council, and/or significant public interest, and project budgets tend to be larger than most capital projects. The Senior Capital Projects Coordinator is a resource to their peers and is considered a technical expert. Upon demonstrating that they have obtained a Professional Engineer license, an employee in the Senior Capital Projects Coordinator classification will progress to the Project Engineer classification. Essential duties and responsibilities may include, but are not limited to, the following: Coordinates and/or attends planning meetings to determine objectives, program plan and projects scopes. Develops and negotiates schedules for design and construction, monitors and coordinates activities of contractors, consultants, committees, community organizations, and users during construction. Coordinates consultant selection process. Prepares negotiates and administers consultant agreements. Develops contract and project specifications and negotiates contracts for design and construction of projects. Coordinates review of design and construction work performed by consultants and contractors. Monitors and evaluates project construction and costs to ensure timely progress, and ensure compliance to specifications and budgetary restrictions. Reviews and clears for approval contractor payments. Prepares and processes change orders. Verifies accuracy of product and service invoices and project accounting. Coordinates project closeout and budget reconciliation and evaluation. Plans capital improvement and other City funded/sponsored projects by preparing necessary documents, providing description of project objectives, participant responsibilities, project description and project methodologies. Prepares reports, correspondence, advertisements, and official documents. Oversees the planning and development of citizen participation plans to inform and explain project objectives and answer questions from the public, media and other agencies. Performs other related duties of a comparable level/type as assigned. Provides technical support for negotiation of interagency or local agreements. Prepares cost and scheduling analysis reports for multiple projects and acts as technical resource to others on project schedule and budget. Makes presentations to elected officials, community groups and general public on projects. Acts as project lead for assigned projects from conception to implementation. Assists in the development of the six-year CIP through various tasks including participation in the master planning of facilities, grant procurement, and project scoping and estimating of individual projects. Assists the CIP Group in the coordination, development and completion of the individual CIP projects within established performance measures. Fosters a positive and supportive work environment; promotes diversity, equity, inclusion, and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society. Peripheral Duties Represents CIP group on City service teams. Perform other duties, as assigned. Performs functions as assigned in the City’s emergency response plan in the event of an emergency. Knowledge, Skills and Abilities Of multiple disciplines related to assigned capital projects (such as engineering, architecture, landscape architecture, environmental regulations). Of cost benefit analysis. Of legislative process. Of supervisory techniques and principles. Of negotiations. Of strategic planning. Of synthesizing multiple budgets. Of working with elected officials and the public. Advanced knowledge of planning techniques and principles. Advanced knowledge of project management techniques and principles. Advanced knowledge of budgeting techniques and principles. Advanced knowledge of policy and code analysis and development. Advanced knowledge of design techniques and principles. Qualifications Minimum Qualifications: Education: Bachelor's degree in Architecture, Engineering, Business Administration, Urban Planning or related field. Experience: 4 years project or construction management with 2 years of increasingly responsible experience. Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above. Licenses and Other Requirements: Must have a valid Washington State Driver’s license and ability to remain insurable under the City's insurance to operate motor vehicles. Additional license(s) and/or certifications such as CA, EIT, LA, AIA, AICP, LEED, PMP, CCM, CCMA are desired. Upon demonstrating that they have obtained a Professional Engineer (P.E.) license, an employee in the Senior Capital Projects Coordinator classification will progress to the Project Engineer classification. Physical Demands and Working Environment Primarily office work, but the position also involves visiting construction sites under varying weather conditions. Potential hazards at construction sites include vehicular traffic, construction equipment, and uneven terrain. The position may require climbing ladders, scaffolding, and working in trenches or other confined spaces. This position encounters foot hazards as defined by the WAC, which may include falling objects, rolling objects, piercing/cutting injuries, or electrical hazards.
