OverviewThe Technical Expert III (TE III) is a Child Welfare subject matter expert working collaboratively with other TEs and project leadership, responsible for ensuring the design and delivery of technical assistance (TA) and deliverables. As a technical specialist, subject matter expert, and team leader, the TE III, in addition to design and delivering TA, may supervise, coach, and guide staff and team members in the support and implementation of effective, high-quality TA and communication with the JBS client per established project guidelines.Fundamental RequirementsThis Technical Expert Role focuses on promoting the knowledge, skills, abilities, and well-being of the child welfare workforce. The TE III must have extensive professional experience in child welfare, including recent experience within a public child welfare agency in a role related to workforce development and support. The position requires a deep understanding and demonstrated experience in professional development, training, education, and the well-being of the child welfare workforce. Experience must include in-depth knowledge of federal regulations, processes, and partnerships that support or impact the workforce including IVB, IVE, university partnerships, CAPTA, and Child and Family Service Reviews (CFSR), CFSP and APSRs.The TE III must have experience in training, quality assurance or improvement, and technical assistance provision in human services, preferably in child welfare. They should possess a strong commitment to using data and analytics to generate innovative, consumer-centric design, decision-making, peer and family engagement, and the delivery of effective and efficient technical assistance. The TE III must demonstrate an understanding of and commitment to the project\'s model of technical assistance as a strengths-based and continuous improvement process that supports tailoring services to jurisdictions, ensuring projects are impactful, and adaptive as needed to achieve successful outcomes.ESSENTIAL JOB FUNCTIONSMaintain professional expertise in content areas, ensuring subject area knowledge remains current; identify trends, emerging issues, policies, and evidence-based practices (EBPs) and share them with program area staff, other TEs, senior management, clients, and other JBS staff as appropriate.Maintain communication with assigned project/client contacts, respond to requests; participate in meetings; provide up-to-date information about trends, issues, policies, and EBPs; offer recommendations regarding effective TA approaches for grantees, topics for grantee meetings and workshops, and skilled consultants and presenters.Ensure TA activities carried out by project staff meet all contractual obligations and requirements of the client/contract.Manage, guide, and monitor the design and delivery of all TA; ensure all TA-related activities are documented in a timely fashion (in the designated TA tracking system or other method).Lead preparation and ensure high-quality finalization of written deliverables, including site visit reports, meeting reports, literature reviews, technical documents, and other products (e.g., PowerPoint presentations) requested by client.Supervise, guide, and manage assigned TA staff in carrying out delivery of all types of TA.Support professional growth, learning, and performance of staff, leveraging individual strengths and maximizing contributions to the project.Work with other TEs, the project\'s senior management team, and JBS client(s) to identify trends in TA needs, analyze which types of TA work and why, identify emerging issues, and design long-term strategies for taking grantees to higher levels of performance/outcomes.Identify issues and successes to ensure transfer of lessons learned and increased efficiency in TA delivery.Collaborate with other TEs to support information exchange across all grantees served by the various projects.The TE III may engage in the following activities given the project engagement:Oversee expenditure tracking and analysis, final review of consultant agreements processing, and follow-up with grantees and consultants; review of expense vouchers; timely and accurate TA report preparation and submission.Work with senior management, operations, TA staff, and client(s) to develop project budgets; monitor the budget to ensure all allocations are spent and no overages incurred; ensure expenditures comply with contractual requirements.Play a key role in program development and thought leadership, including work groups, advisor boards, and development of content for Centers of Excellence meetings.Research potential new business opportunities including funding agency background and decision makers, fit with JBS, and current incumbent.Identify and qualify potential funding opportunities including completion of scorecards.Contribute to proposal writing and development.Collaborate on program development and thought leadership initiatives (e.g., work groups, advisor boards, Centers of Excellence content).Minimum job qualificationsEducation: Master\'s degree in relevant fieldExperience:At least 20 years of relevant work experience with a minimum of 4 years direct child welfare program management and contract management experience; at least 3 years supervisory experience; at least 3 years contract/grant writing experience.Demonstrated expertise (e.g., publications, presentations, awards) in child welfare topics, workforce.Demonstrated expert-level subject matter expertise in public child welfare, the full continuum of child welfare practices, and topics related to the CFSR, child welfare data, continuous quality improvement, and child safety, permanency, and child and family well-being.Change management and implementation processesDemonstrated commitment to personal growth and professional developmentExperience implementing broad-scale projects in a public service system and/or coordinating projects in a child welfare environmentExperience supporting and facilitating peer groups and peer learning communitiesDemonstrated project management experience, including key partner relationships and consultant management, development of project timelines and benchmarks, and guiding staff across projects and teamsExperience supporting jurisdictional efforts to create and maintain cross-system partnerships to support child safety, permanency, and family well-being.Workforce Focused ExperienceDeep understanding of current child welfare workforce dynamics, best practices, and data analytics, including recruitment, retention, professional development and training, learning models, coaching, mentoring, leadership development, education-trainer partnerships, and the federal regulations and funding that guide these efforts.Demonstrated experience in workforce development, training, education, and/or human resources in a public child welfare agency.Knowledge of CB funded national organizations that support the child welfare workforce, including knowledge of relevant grants provided locally in states and territories.Experience supporting jurisdiction efforts to create and maintain partnerships that support the child welfare workforce, e.g., human resourcesAbility to develop collaborative partnerships with other CB funded entities, convene and facilitate identification of areas of crossover and map jurisdiction engagement to reduce duplication of effort, improve efficiencies, identify innovation opportunities, and reduce burden to jurisdictions throughout in-service delivery.Ability to understand and analyze jurisdiction and national data and trends related to the child welfare workforce, anticipate needs and elevate supportive interventions, including data analytics to improve collaborations, identify necessary activities (e.g., tracking tools, data dashboards, data visualization resources), and co-create innovative solutions.Ability to build staff knowledge and expertise regarding needs of the child welfare workforce data, regulations, best practices, jurisdiction examples, and identified trends in workforce data.Advise project staff in utilizing best practices, resources, and collaborative partners in service delivery.Work collaboratively across all project service areas to include peer, tailored and universal services infusing workforce expertise into service delivery.Skills: Interacts well with others in a positive, courteous, and professional manner; functions well as a team member and can work independently; follows chain of command; honors, respects, and celebrates cultural differences.
