OverviewV2X invites applications for the position of Deputy Program Director for the NSF Antarctic Science and Engineering Support Contract (ASESC). This position focuses on providing program management of logistical services in support of scientific research in and around the Antarctic region and additional support locations in California, Chile and New Zealand.This permanent full-time position will be CONUS based out of Colorado Springs, CO (COS). However, remote work is permissible with visits as needed to COS and ASESC support locations.NOTE: Interim employment offered immediately on a consulting basis. Full time employment contingent upon contract award.ResponsibilitiesResponsible for the management and oversight of operations and the Integrated Planning and Coordination Center (IPCC) under the V2X Operations Directorate for the United States Antarctic Program (USAP). Responsible for ensuring that all USAP site operations meet or exceed client requirements and established benchmarks. Authorized to act on V2X's behalf in all contractual matters.Major duties:Maintains knowledge of the USAP mission and NSF OPP (OPP) objectives for the USAP.Executes the approved Annual Program Plan (APP).Guides the Senior Management Team in development and implementation of the APP.Maintains open lines of communications with the OPP and other USAP agencies.Ensures integration of services and comprehensive planning to operate the USAP stations, Research Vessels (RV), and field camps in support of USAP science programs.Ensures that line organizations measure contract performance and quality against established metrics and standardsIn the absence of the Program Director, the Deputy Program Director shall act as overall manager and administrator for the contract effort.In absence of the Program Director, the Deputy Program Director shall be the primary interface and point of contact with NSF program authorities and representatives on program/project and contract administrative issues.In concert with the Project Director, maintains a partnership with the Government PM and all other NSF and stakeholder communitiesESSENTIAL DUTIES AND ACCOUNTABILITIESThe Deputy Program Director shall act as second in command overall manager and administrator for contract effortThe Deputy Program Director shall be the secondary/contingent associate interface and point of contact with government program authorities and representatives on program/project and contract administrative issuesThe Deputy Program Director supervises operations by co-developing management procedures and controls with the Program Director and key staffWorks with the Program Director to develop positive customer relationships between the NSF, stakeholders and V2X to achieve contract objectives.Maintains close contact with the Contracting Officer at each site(s)Coordinates operational matters with and maintains liaison with the NSF and stakeholdersInterfaces with V2X to resolve problems beyond the Program’s capabilityDevotes personal attention to the morale and welfare of all employees; and provides a safe and healthy work environmentEstablishes a close working relationship with the NSF and stakeholders at each site(s) to ensure an understanding of the requirements and capabilities of logistical support actionsCommunicates and cooperates to enhance the logistical efficiency and effectiveness capabilityReviews of the previous day, current day, and next day’s activities with each Site Manager, focused on identifying and resolving detractors to mission successEnsure Site Managers publish company Operating Instructions containing specific responsibilities for all V2X personnel IAW V2X Quality Control Program PlanProvides guidance and direction to the V2X management staffEnsures adherence to established standards of individual performance and disciplineInterviews prospective managers and assists in the selection of new employeesApproves personnel actions such as promotions, transfers, and appropriate disciplinary action recommended by Site ManagersIdentifies, studies, and implements cost saving initiatives where applicableQualificationsMinimum RequirementsEducation:Bachelor’s degree in Engineering (PE certification/licensure highly preferred) or Earth and/or Geo Sciences (PhD is highly preferred), Business degree is acceptable commensurate to O&M experienceExperience:Five years management and supervisory experience within the last seven years, in the performance and execution of polar operations or similar (i.e., remote or austere operating environments; OCONUS O&M programs)NSF, NASA, DOE or NOAA operations and maintenance management experience a plusMust have extensive, thorough knowledge US Governments logistics concepts and procedures.Possess strong communications, interpersonal, leadership and managerial skills with an extensive background in building and leading a diverse team possessing myriad complementary/non-complementary skills to deliver operational, contractual, and financial resultsMust deal with the customer and company employees in a courteous, professional, and effective mannerMust be a US citizenAt V2X, we are deeply committed to both equal employment opportunity, including protection for Veterans and individuals with disabilities, and fostering an inclusive and diverse workplace.
