About The Position The position is open only to Montgomery County Government employees, employees affected by reduction‑in‑force with RIF priority rights, active local fire and rescue department volunteers with at least 50 LOSAP points, as well as active Project SEARCH interns or former Customized Employment Public Interns, or Project SEARCH interns within 24 months of completion. Salary range: $76,742 (minimum) – $122,603 (maximum) Who We Are The Montgomery County Police Department (MCPD) is made up of approximately 1,300 sworn officers and 800 support personnel. The Police Department, established in 1922, serves a County with a population of over one million people. Who We Are Looking For This position is for current Montgomery County employees who work in the Montgomery County Police Communications Division. It requires rotating shift work, holidays, and mandatory overtime in a 24/7 environment. The role is in‑person, on‑site only and requires working in all weather conditions. What You’ll Be Doing Supervise daily operation of a shift of public safety emergency communications specialists in a 24/7 mission‑critical environment across multiple disciplines. Live‑monitor call taking and dispatch to ensure proper handling. Address minor complaints from employees and the public. Respond to employee questions about situations not covered by SOPs and interpret existing guidelines. Communicate new policies/procedures and special operations/events to employees. Coordinate schedule adjustments for employees, develop and implement overtime sign‑up schedules, and update daily assignment rotations to meet staffing needs. Provide coaching, mentoring, and career development for employees. Conduct quality assurance reviews of call taking/dispatch recordings to maintain quality control. Evaluate and counsel employees regarding performance; review and approve timecards and leave usage. Perform mid‑year and annual reviews for assigned employees. Provide recommendations regarding special employee recognition and disciplinary measures. Refer to the ECC Social Worker as needed. Ensure employees maintain all required certifications, licensures, and trainings. Ensure all safety requirements are followed. Monitor the training of new employees and Communications Training Officers. Interview and evaluate applicants for various positions and provide hiring recommendations to higher authority. Address inquiries from police, fire/rescue, regulatory agencies, and citizens promptly and correctly. Maintain personnel call‑take and dispatch skill levels; provide backup 9‑1‑1 call taking as needed. Maintain and monitor electronic communication with multiple municipalities and jurisdictions. Supervise communications support for major events/disasters between agencies. Ensure computerized radio, telephone, and data transmission systems are properly functioning. Conduct routine testing and diagnostics; initiate troubleshooting for communication equipment. Respond to priority requests for 9‑1‑1 phone and public safety radio talk group audio recordings. Monitor communication with pursuing law enforcement officers by ground and air. Prepare and recommend changes to SOPs governing the Communications Division. Conduct tours of the Communications Division to county personnel and visitors. Perform daily facility checks of the Public Safety Communications Center. Make notifications regarding predetermined incidents via telephone and text paging notifications. Participate in various workgroups, committees, special details, and attend meetings outside normal work schedule. Minimum Qualifications Experience: Five (5) years in Montgomery County communications center, including two years as a Public Safety Communications Specialist III, IV, or as a Senior Public Safety Emergency Communications Specialist. Education: High school graduation or recognized high school certificate; completion of 1,920 hours of Montgomery County Police Emergency Communications Center (ECC) classroom and practical training. Equivalency: None. LICENSE: Upon completion of probationary period: CPR certification; Law Enforcement Dispatch, Fire Dispatch, Emergency Medical Dispatch Protocol System certifications; State of Maryland Emergency Medical Dispatch license; METERS/NCIC certification; Communications Training Officer certification. Preferred Criteria: Police and Fire certified.
