Engineer 1-Capital Project

The Alameda County Water District, in Fremont, California, is seeking a motivated engineer to apply their technical design knowledge, project management and leadership skills through the execution of capital projects. As an Engineer I, you will have the opportunity to perform a variety of engineering and administrative assignments related to a wide range of water utility infrastructure such as pipelines, pumping stations, water treatment plants, water supply facilities, tanks and reservoirs. An Engineer I in the Project Engineering division may be assigned to plan, evaluate, direct, schedule, or manage the design and construction of capital improvement projects. Work duties may include: project management for all phases of capital projects including planning, feasibility evaluation, alternatives analyses, economic lifecycle cost analysis, designing, hydraulic modeling, preparing construction drawings, preparing technical specifications, cost estimating, budgeting, scheduling, and environmental permitting of water production, treatment and distribution system facilities; administering and managing various contractor and consultant contracts; coordinating engineering and construction activities with various District departments; and performing other related duties as assigned. Desired expertise includes pipeline design and construction, preferably with a focus on potable water distribution and transmission pipeline systems; public contracting, and experience working with regulatory agencies and the public. Distinguishing Characteristics Engineer I is the entry-level class in the professional engineering series. Under close to general supervision, within a framework of established policies and procedures, incumbents lean and perform a variety of more routine engineering and administrative tasks. As experience and proficiency are gained, assignments become more varied and complex and the level of independent action increases within established guidelines. Assignments are given in specific terms and are subject to frequent review while in progress and upon completion, except where tasks are well defined by established standards, policies and procedures. Demonstrate initiative and be a self-starter, with strong project management skills and a proactive approach to addressing issues and finding creative solutions. Possess an Engineer‑In‑Training certificate. TYPICAL DUTIES Typical examples of duties may include but are not limited to the following: Perform a variety of professional engineering work in connection with engineering design and operations support for a variety of facilities, infrastructure, programs and processes. Assist higher level engineers on large and complex projects or act as a project management engineer; administer project from inception to completion including design, review, public meetings, bidding and construction; develop scope of work; serve as liaison to District staff, developers, engineers, consultants, the general public and external agencies on proposed projects; develop project timelines and set priorities. Prepare and review a variety of engineering reports, contracts, agreements, deeds, RFP’s and other correspondence; prepare statements of costs, quantities and work performed on projects. Review engineering and development design drawing for compliance with regulations; provide input during design process to ensure capital and development projects meet operational needs. Inspect the construction of engineering facilities and materials for conformity with plans and specifications; maintain records from which essential data is compiled. Compile and compute engineering data and statistics and use appropriate assumptions, methods and formulae to prepare detailed plans and engineering specifications. Conduct hydraulic and water quality modeling of the water system using District computer programs to assess consumer impacts and system needs. Evaluate the need for consultants and special services; conduct advertising, bidding, and award of contract; manage consultant and contractor contracts; oversee and manage project schedules and budget to ensure project alignment with plan. Prepare and review environmental and permit‑related documentation. Participate in the administration and management of the grant application process, including providing input and review of project scope, schedule, and cost; negotiate revisions to agreements and/or revise District contract documents for consistency with grant terms; track, prepare, and submit grant reimbursable costs and prepare supporting documentation and financial information as required by the grant terms. Respond to questions and inquiries from the general public, developers, contractors, engineering professionals and District staff regarding engineering projects. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil, electrical, mechanical and/or environmental engineering. Perform other related work as required. REQUIREMENTS Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of: Possession of a Bachelor of Science degree from an accredited college or university with a major in an engineering curriculum which is accredited by the Accreditation Board of Engineering and Technology, or a related field.
