Job Description
Job Title: Construction Specialist I
Work Group:Multifamily Programs - Exempt Design & Construction
FLSA Status:Exempt
Reports to: Manager Construction Review
General Purpose of the Job
Entry-level inspection role, responsible for conducting inspections of new construction and rehabilitation projects of multi-family and single-family units that are funded by KHC. Provides partial review of construction "Change Orders" and "Payment Requests" and reports on construction completed. Acts as liaison to KHC Program representatives in regard to construction problems and related issues. Provides inspection services for other programs and departments such as Multifamily Loan Servicing, MFP (Multifamily Programs), HDF (Housing Development Fund), AHTF Home Repair (Affordable Housing Trust Fund Home Repair), Gap Pool, RHED (Rural Housing and Economic Development), ARC (Appalachian Regional Commission), SHP (Supportive Housing Program), and/or NSP (Neighborhood Stabilization Program).
Essential Duties and Responsibilities:
- Conducts inspections of new construction and rehabilitation for multi-family and single-family projects to ensure that construction is in accordance with approved contract documents, and also, to ensure that the quality of work is acceptable.
- Reviews the Contractor's Request for Payment to make sure that funds are being disbursed for the amount of work completed to date.
- Responsible for partial review of Change Orders when requested by the owner to ensure that the change is a necessity or betterment to the project.
- Inspects projects to assure they are constructed in accordance with all applicable codes and standards according to application, funding, KHC, state and federal building requirements.
- Performs "Site Visits" to determine if a site is suitable for the proposed project.
- Prepares written reports of all inspections and proper documentation of all Meetings.
- Performs inspections on other KHC funded projects such as AHTF Home Repair Program, RHED, HDF, ARC, and any others as may be required.
- Performs inspections for Loan Servicing and prepares reports to determine insurance repairs are completed for properties whose loans are serviced by KHC.
- Reviews construction documents to determine if scope of work is complete for rehab projects.
- Performs wage interviews on projects that are required to meet Davis Bacon Wage Scale.
- Performs inspections on Non-KHC funded projects such as NSP and MFP.

Position requires the ability to interact with, daily, and effectively communicate with a diverse cross section of people including homeowners, tenants, contractors, recipients and developers. In addition to a strong knowledge of construction, codes and building techniques, the position requires knowledge of affordable housing programs and regulations.
Must have ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing; ability to plan, organize, and coordinate work activities. Position requires strong analytical skills, including problem-solving, and attention to detail to ensure a high level of accuracy. Must have ability to work under minimal supervision. Also requires knowledge of MS Office Suite products.
Position requires use of personal vehicle to travel extensively in course of business. As a result, safety precautions must always be considered.
Education Requirements:
This level of knowledge would normally be acquired through completion of an associate's degree in construction management, architecture, or related field. Two years' experience in architecture, construction management, Building Code enforcement or related field will substitute for the education requirement.
Professional Requirement:
Professional accreditation, certificates, licenses required for this position:
Level I certification from Kentucky Building Inspector Certification Program ICC (must be attained within the first 9 months of employment)
Experience Requirements:
Position requires at least two years' experience working in a responsible position in housing standards, construction, Building Code enforcement or related field.
