Job Description

The Deputy General Manager's Office at Metro (WMATA) is looking for Business Performance Analysts to support high-priority programs and projects sponsored by the Deputy General Manager and other senior leaders. The Deputy General Manager's Office drives alignment across Metro's Operations, Infrastructure, and Safety & Readiness groups to develop and implement new processes, find and create efficiencies, and continuously improve service delivery. The Business Performance Analysts will work on cross-departmental initiatives and assist with high-visibility priorities that align with Metro's Strategic Transformation Plan. Ideal Candidates Proactive problem-solvers Organized and experienced in managing multiple tasks Ability to identify and synthesize key trends through quantitative and qualitative analysis Clear communication skills and ability to create digestible documents of findings and recommendations Minimum Qualifications Education: Bachelor's degree in Mathematics/Statistics, Data Science, Financial Management, Economics, Public-Business Administration, Engineering, Political Science, Planning, History, or a related field.

In lieu of a Bachelor's degree, a High School Diploma/GED and four years of quantitative analysis, metric development, data modeling experience will be considered.

Experience

Minimum four years of experience involving quantitative analysis, analytical problem solving, metric development, data modeling and visualization, and/or business strategy implementation. Certification/Licensure: Valid driver's license. Medical Group: Must satisfactorily complete the medical examination for this position if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

Job Summary

The Business Performance Analyst collects, analyzes, documents, and communicates performance measure data results internally. The role involves root‑cause analysis to improve internal program performance, drafting recommendations, preparing visualizations, and facilitating business plan development. The analyst also performs departmental strategic assessments, efficiency analyses, budgeting, financial reporting, and special studies related to expense trends and budget variances. Essential Functions Collect, analyze, document, and prepare internal reports on performance measures to evaluate alignment with strategic goals and business plan objectives.

Analyze measures not meeting target to discover root cause and impact on business processes. Prepare and communicate performance analysis results and recommendations via tables, graphs, PowerPoint, and narrative. Gather feedback from managers on performance reporting needs and summarize for leadership review. Compile monthly KPI reports including program performance data and customer comments.

Support department business plan development by interviewing managers and documenting core services, accomplishments, priorities, actions, performance measures, and risks. Analyze departmental annual operating budget submissions, monthly expense trends, and budget variances for compliance. Prepare cost analysis cross‑walk reports to determine best pricing for office supplies, materials, and vendor services. Prepare routine compliance reports for supervisory and leadership review, ensuring alignment with policy and safety training requirements.

Conduct high‑level analysis of Authority‑wide transit data for safety trends to aid internal audits and reviews. Serve as an internal consultant to leadership regarding routine data monitoring, clarifying challenges, and providing insights for process improvement. Coordinate receipt of completed team training and maintain the departmental training matrix. Coordinate routine updates to the Department Continuity of Operations Plan (COOP) and assist in planning drills to ensure compliance with COOP protocols.
