The position is about Cyber incidents pose a significant threat to the safety and security of Hawaii's residents, visitors, businesses, and government bodies. The selected contractor will work under the direction of the OHS Chief of Planning and Operations to implement strategies and frameworks to mitigate these threats through comprehensive planning and coordination with various stakeholders.


Duties and Responsibilities:

  • Develop and implement a collaborative framework to foster the state’s Cybersecurity Program Working Group and support the Hawaii Statewide Cybersecurity Strategy and Implementation Plan.
  • Collaborate with state and local authorities, private sector, and other organizations to develop and implement planning efforts towards Cyber Incident Response Plans and Exercises and the Statewide Cybersecurity Workforce Development Strategy and Implementation Plan.
  • Provide support to the State and Local Security Grant Program Committee.
  • Maintain up-to-date knowledge of the State and Local Security Grant Program and the timelines relevant to its Notice of Funding Opportunities and supporting deadlines for submitting investments and reporting on activities.


Requirements:

  • Exceptional organizational skills and project management experience.
  • Preferably have military, law enforcement, and/or federal experience in homeland security and cybersecurity (though not necessarily in a technical capacity).
  • Strong background in developing and implementing team building approaches and collaboration mechanisms.
  • Ability to work effectively with diverse groups and maintain strong communication channels.


Education:

  • Bachelor’s degree from an accredited college or university


Experience:

  • The ideal candidate must have at least 5 years of experience in project management, demonstrating success in managing complex projects and using relevant methodologies. They should have at least 5 years of experience working in government settings, with a strong understanding of public sector processes and compliance. Additionally, the candidate should be familiar with federal/state/county and critical infrastructure cybersecurity stakeholders, with proven experience building and maintaining relationships across these. Relevant project management certifications and strong organizational, leadership, and communication skills are highly desirable.
