The Financial Administration and Budget Services unit is comprised of Grants Management, Contracts, Revenue, Budget and Disbursements. The Program Integrity unit is comprised of Accountability (Programmatic Monitoring) and Financial Management and Systems Assurance (Fiscal Monitoring). DUTIES & RESPONSIBILITIES: (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.) The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions: The incumbent is responsible for adopting and maintaining coordinated programmatic, administrative and fiscal policies and standards for all Early Learning Programs, while allowing a wide range of programmatic flexibility and differentiation. The incumbent is responsible for the finance and operations of Florida’s early learning programs: Child Care Resource and Referral, School Readiness, Gold Seal Quality Care Program and Voluntary Prekindergarten in Florida. The incumbent is expected to demonstrate, model, and reinforce the agency’s fundamental values of quality, fairness, cooperation, respect, commitment, excellence, honesty and teamwork. The incumbent is expected to demonstrate these values most of the time in interactions with co-workers, supervisors, and customers; in the personal contributions to work assignments and projects; and when representing the agency or the state. The incumbent is expected to demonstrate knowledge, skills and ability to prepare, provide and deliver quality work products representative of the Department’s commitment to quality, efficient services and practices. Where applicable, the incumbent will demonstrate quality document preparation and dissemination evidenced by accuracy, correct grammar and format, appropriate content, proper approvals and timelines. As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the incumbent must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. This incumbent must complete timesheets by the 5th business day of the following month in the People First System. This incumbent has the authority to make hiring recommendations as well as disciplinary recommendations. Analyzing current programmatic, administrative and fiscal policies and developing policy options or operational strategies to improve the Early Learning System in Florida. Serves as the Child Care and Development Fund (CCDF) fiscal contract for Florida’s Division of Early Learning, provide representation for the Division at Federal Meetings and Conferences. Key Liaison with Early Learning Coalitions including bi-weekly communications. Coordination with Oversight Entities. Other duties as assigned. MINIMUM QUALIFICATIONS Experience in designing and executing examinations to develop a documented basis for policy analyses, program evaluations, management and quality assurance reviews, budget analyses or similar technical reviews. Understanding of principles of governmental organization, budgeting, and accountability. Experience writing for and/or testifying before high-level executives expressing sensitive conclusions and recommendations based upon quantitative and qualitative data. Experience using Microsoft Word (Word, Outlook, Excel, PowerPoint, Excel). DIVISION OF EARLY LEARNING MISSION STATEMENT: 1.
