Workforce Development Contract & Budget Specialist Join to apply for the Workforce Development Contract & Budget Specialist role at Port of Seattle As a Workforce Development (WFD) Contract & Budget Specialist, you will provide administrative support and process management for all aspects related to service contracts and departmental budgeting. Responsibilities Provide administrative oversight of all contracts, including Service Agreements (SAs), Service Directives (SDs), amendments, and modifications, serving the Workforce Development team. Oversee the invoice payment process, ensuring timely approval, proper documentation, and accurate tracking of invoice amounts. Work directly with consultants, community partners, and Finance & Budget Department to identify and resolve invoice discrepancies. Track contract spending and develop a monthly variance report to keep Program Managers and the Workforce Development Director informed of expenditure rates and ensure that funding limits are not exceeded. Lead the development and implementation of contract management improvements, such as procedures and training materials, and support Program Managers with implementation of contract monitoring plans. Manage, coordinate, and prepare the Workforce Development annual budget—conducting necessary research, analysis, and calculations—under the guidance of department leadership and in partnership with the Finance & Budget Department. Develop and provide reports on all activities related to contract administration and budget management. Qualifications Two (2) years of experience in grants and/or contracts, and budget administration. Experience with public agency and/or non‑profit administration, including delivery of services to or partnership with community‑based organizations. Experience with databases such as PeopleSoft, payment software, contract management software, or similar platforms. Knowledge of budgeting, procurement, reporting, and contracting processes. Project‑management skills, critical and creative thinking, problem‑solving, and effective communication. Self‑starter who can take initiative while following direction to achieve goals in collaboration with others. Excellent written and verbal communication skills. Strong organizational, time‑management, and analytical skills. Proficiency in Microsoft Excel, PowerPoint, Word, and search engines. What else you need to know Work Schedule – Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Some flexibility in start/end times available; may require shifts including weekends, holidays, and emergencies. Work Environment – Hybrid/in‑office setting at Management’s discretion. Washington State Residency Requirement – Employees must establish a residence in Washington State within 30 days of the first day of employment and maintain it during employment.
