OverviewBowman has an opportunity for an Engineering Design Manager to join our team in Brea, CA.PurposeLead and manage engineering design projects through strategic planning, technical oversight, and team leadership. The Engineering Design Manager ensures high-quality deliverables, compliance with industry standards, and successful project execution within scope, schedule, and budget. This role is pivotal in mentoring design staff, driving innovation, and maintaining strong client relationships to support the growth and reputation of the firm.ResponsibilitiesLeadership and Direction: Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance.At The Operational And Company Level: Assist with the marketing of the firm’s capabilities to establish new clients and enhance relationships with existing clients. Coordinate with other internal departments to meet project requirements. Drive the profitability and growth of projects. Oversee design engineers by providing technical guidance, mentorship, and thorough review of design deliverables to ensure quality and compliance.Do the Work: Perform project development for complex projects, including finalizing scope of projects, preparing bid summaries, preparing project budgets and cost estimates. Perform day-to-day project management on multiple projects to meet time and budget milestones. Prepare and direct preparation of designs, specifications, plans, estimates and reports for projects. Review job cost sheets and prepare monthly billings. Ensure assigned projects stay within budget allocation. Be responsible for the monitoring and management of work-in-process, billings, and outstanding accounts receivable collection efforts. Maintain healthy client relationships and possess solid operational insight for driving projects and executing deliverables. Maintain close relationships with clients to resolve all project questions including technical requirements, completion requirements and billing inquiries. Assist with marketing presentations and attend marketing meetings. Assist team leader in securing repeat business from existing clients and identifying new clients. Supervise the work of project personnel to ensure that it meets the highest professional standards. Liaise with clients and agencies, subcontractors, and design teams on projects. Review project changes, pending or anticipated alterations to the contract, additional work requests, and all other factors, which may significantly affect staffing requirements or budget. Provide technical assistance in the resolution of design problems including field investigation or inspections, detailed design work, detailed review of design computations done by others and general coordination of design aspects. Utilize AutoCAD Civil 3D to develop detailed design plans, including the creation and refinement of TINs and 3D surfaces. Execute grading and drainage design, ensuring compliance with project specifications and municipal standards. Design and draft water, sewer, and roadway infrastructure, integrating utility layouts and surface modeling for constructability and efficiency. Lead programs and management of NPDES permits for municipal clients, ensuring full compliance with federal, state, and local stormwater regulations.Success Metrics and Competencies: Ability to work independently and within a team environment; effectively communicate with all levels of the organization and external partners; manage highly confidential information; high level of motivation and problem-solving attitude; strong sense of urgency in responding to constituents; effective verbal and written communication; strong work ethic and commitment to quality; self-reliance and ability to operate independently with limited direction; commitment to promoting the reputation of the company through quality of work and attention to detail; commitment to becoming a “citizen” of the broader organization, breaking down barriers and silos; commitment to working in partnership with others inside and outside the organization; ability to manage multiple time-sensitive tasks; outstanding client management skills; commitment to driving profitability and growth; ability to be a self-starter with strong marketing/business development skills; focus on improving return on investment; basic understanding of financial reports and metrics; data analysis and interpretation skills; a proven track record of innovation, leadership and creativity; strong project management and communication skills; proven marketing and business development skills; the ability to collaborate and team well across offices and be able to facilitate agreements.QualificationsBachelor’s degree in civil engineering or related discipline.Registered Professional Engineer (PE).Certified as a Qualified SWPP Developer (QSD) preferred.Eight or more (8+) years of experience in civil engineering experience to include a minimum of three (3) years’ assistant project management experience.Land development and/or municipal engineering experience and skills.Thorough understanding of municipal codes and regulations.Proficient in AutoCAD Civil 3D, AES, CIVILD, WSPGW, PCSWMM, StormCAD, HEC-HMS, HEC-RAS preferred.Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Projects).Experience with Storm Drain Modeling and Rational Method Hydrologic Calculations.Experience with Open Channel & Detention Basin Modeling and Design.Experience with HEC-RAS modeling and CLOMR/LOMR applications and processing.Experience researching compliance matters, regulations, and standards.Ability to write reports, prepare narratives, development applications, submittal documents and response letters.About BowmanAre you ready to build a career that makes a lasting impact?
