This position is located in the Government Accountability Office. Strategic Planning and External Liaison leads efforts in strategic foresight and planning which are key components to the agency’s strategic management framework. As a Strategic Planning and Foresight Analyst you will be responsible for building, supporting and maintaining GAO’s environmental scanning and foresight program.DutiesAs a Strategic Planning and Foresight Analyst,PT–0343-2 your typical work assignments may include the following:Supports GAO’s strategic planning efforts, including preparing and updating GAO’s multi-year strategic plan and related products in various media; coordinating with GAO’s strategic goal liaisons, trend paper leads, goal integrators, planners, units/teams in preparing the planning and reporting documents; defining and aligning plans with overall institutional strategic goals, key efforts and performance measures; quality checking the strategic plan; and issuing communication about the plan’s publication.Use strategic planning and foresight outcomes to help inform cross-agency initiatives, management of GAO advisory entities, and strengthen capacities of domestic and international accountability partners.Manage, edit, contribute to and distribute foresight and environmental scanning communications to internal audiences.Build and maintain a tracking system to monitor the results of strategic foresight and environmental scanning processes to assist in GAO’s organizational and strategic planning efforts.Lead and apply strategic foresight processes to GAO’s strategic planning through continuous environmental scanning and trend monitoring.Collaborate with experts and practitioners of strategic planning, foresight and environmental scanning.Monitor and evaluate outcomes of GAO’s strategic foresight and environmental scanning programs.RequirementsConditions of EmploymentYou must meet all qualification requirements before the announcement closes.1. Completion of a probationary period may be required.QualificationsYou may qualify at the BAND 02 level, if you fulfill the following qualification requirement:One year (52 weeks) of specialized experience at the next lower equivalent band/grade level (PT-I/GS-11), OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) using environmental scanning and trend analysis techniques to develop strategic plans; (2) using project management principles and methodologies to establish schedules and deadlines; track and organize projects; and (3) briefing senior leadership on the projects and/or strategic plans.EducationThis job does not have an education qualification requirement.Additional InformationThis is NON a bargaining unit position.Based on the staffing needs, additional selections may be made through this vacancy announcement.Travel and relocation expenses will not be paid for by the GAO.Males born after 12/31/59 and at least 18 years of age must be registered with the Selective Service System.
