Financial Analyst

GENERAL PURPOSE
The Budget and Finance Analyst is a team member of Chesapeake Public Schools’ Budget Office with responsibilities for the development and administration of the operating, grant, and special fund budget. Duties include, but are not limited to, research, analysis, financial reporting, and managing financial systems data. The position also formulates and recommends budgetary, financial, and policy solutions. The position is also responsible for grant management, working in tandem with program administrators. Work is performed under general supervision.
ESSENTIAL JOB FUNCTIONS
- Assists in the preparation and administration of the operating, grant (categorical), and special funds budget.
- Reviews and analyzes all budget requests from principals and administrators for accuracy and reviews all large discrepancies with the budget director.
- Prepares reports, various worksheets, and supplemental narratives for use in budget preparation, planning, and reporting (budget book and presentations).
- Assists in the preparation and administration of all division-level grants and $5,000 or greater school grants.
- Assists in preparing and reviewing grant applications and amendments.
- Reviews, analyzes, and assists in the preparation of grant reimbursement requests and ensures compliance with grant regulations.
- Oversees the reconciliation of grant budgets with their funding source and the internal financial system to ensure they are in alignment.
- Maintains a schedule of required reimbursements and works with administrators to ensure deadlines are met.
- Assists in overseeing and reconciling the position control system.
- Assists with revenue and expenditure projections and analysis of current and proposed budget.
- Assists with budgetary, financial, and operational research.
- Assists with financial systems (PeopleSoft, Questica, UKG/Kronos, Infor) management, updates, reporting and analysis.
- Collaborates closely with all levels of personnel on their budget and grants.
- Prepares data and reports requested by the Virginia Department of Education, federal offices, and auditors.
- Performs other related duties as required and assigned.
MINIMUM QUALIFICATIONS
- Bachelor degree from an accredited college or university with major coursework in budget, accounting, finance, data analytics, economics, and public (or business) administration required.
- Additional coursework above Bachelor’s degree preferred.
- Two years of experience in governmental budget/finance involving financial systems.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the principles and general laws governing school budgetary and financial practices and procedures.
- Knowledge of school administration operations.
- Ability to develop and present complex data and ideas effectively, orally and in written form.
- Ability to establish and maintain effective working relationships with school officials and associates.
- Advanced skills in using spreadsheets and financial systems, preferably Excel and PeopleSoft.
- Knowledge of analytical and problem-solving techniques and ability to solve problems by asking the right questions, thinking creatively, and involving subject matter experts.
- Ability to manage time, balance priorities, be flexible, assist other analysts in times of demand, and work effectively under pressure.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
- Work environment is primarily inside, where the noise and temperature levels are moderate; the worker is not subject to adverse environmental conditions.
- This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
- Work requires kneeling, reaching, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, use of measuring devices, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
