Base pay range: $40.00/hr - $40.00/hr ID: ARS-OSQR-005Location: WashingtonProgram: ARSWage/Hr: $40.00Hours/Week: 22Minimum Age: 55 Program Overview For over 25 years, NEW Solutions has specialized in connecting experienced workers (ages 55+) with full‑time and part‑time job opportunities that support the critical missions of Federal Agencies across the United States. This position connects experienced professionals (ages 55+) with the USDA Agricultural Research Service (ARS). These professionals provide administrative, scientific, and technical support to the ARS through the Experienced Worker Program (EWP). Enrollee Relationship Positions listed do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollee is not a federal employee nor an employee of NEW Solutions. The enrollee participates in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, or initiate or conduct federally funded research projects. Eligibility & Conditions This opportunity applies to applicants legally eligible to work in the United States. The position is open until filled and may be performed remotely. Responsibilities Provide operational and managerial analysis and reporting on OSQR peer review activities, budgets, and funding as required by ARS management. Monitors and evaluates program operations to identify opportunities to improve efficiency and effectiveness (25%). Reviews project plans to ensure conformity with ARS policy to enable effective peer review (25%). Develops process to contact, recruit, and retain potential peer review panel members (25%). Implements policies for the peer review process assessing impact of the peer review process (15%). Develops peer review program materials and trainings for PAs, NPLs, and researchers (10%). Qualifications Minimum of 5 years of experience managing a large (>200 cases per year) review program including scheduling, coordinating panel selection, maintaining documentation and databases, and communicating with personnel and management within and outside the organization. Alternatively, an AA Degree in English or General Studies. Experience required with Windows, MS Word, MS Excel, MS PowerPoint, SharePoint, PowerApps.
