Deputy Fire Chief – Overview Share overall management and control of the Fire Department with the Fire Chief, including oversight of Assistant Fire Chiefs responsible for operations, training, and technical services. Assume full responsibility during the Fire Chief’s absence. Responsibilities Direct the training, technical services, and operations programs and the communications center. Review plans, schedules, and management activities of subordinate assistant chiefs, ensuring maximum efficiency and effectiveness. Reassign employees as needed to balance manpower and ensure all programs are manned to accomplish the mission. Review base plans, policies, strategy, tactics, and procedures for fire suppression and prevention to ensure compliance with national consensus standards, National Fire Codes, uniform building codes, CFR, OSHA policies, and environmental laws. Disseminate new regulations to subordinates and ensure implementation; maintain station logs and other records in accordance with ACES requirements. Recommend changes to performance, operations, manpower, and equipment standards to meet assessment variables. Evaluate program effectiveness and recommend changes to the Fire Chief; schedule assignments of assistant chiefs and personnel. Conduct no-notice and pre-briefed fire drills; maintain knowledge of base structures and fire protection systems. Determine the best course of action to minimize loss or damage from fires or explosions. Direct placement of firefighting equipment and personnel to maximize utilization in fire control or aircraft crash/rescue operations. Assess fire scenes/emergencies to facilitate operations and brief the Fire Chief upon arrival. Supervise safe and proper rescue operations of endangered persons. Ensure rescue operations follow established policies, minimizing risk to firefighters and the public. Evaluate adequacy of measures taken to reduce loss or damage from fires or explosions. Respond to hazardous material incidents, initiating control actions with minimal risk to personnel and the environment. Ensure personnel are properly protected when handling hazardous material. Develop and maintain working relationships with personnel, other agencies, and municipal/federal fire departments. Provide technical advisory services to management on all matters pertaining to fire protection and prevention. Coordinate with off-base fire departments for training and mutual aid agreements. Recommend fire protection engineering criteria for construction and renovation plans. Identify needs, recommend acquisition, and budget for additional/alternative fire protection and rescue equipment, contract services, and formal training. Direct, coordinate, and oversee work through subordinate assistant chiefs. Advise staff on policies, procedures, and directives of higher-level management. Approve or select candidates for subordinate non-supervisory and supervisory positions based on skills and mission requirements. Ensure reasonable equity among performance standards, rating techniques, and appraisal methods. Explain performance expectations to subordinate supervisors and employees. Directly supervise and provide regular feedback on strengths and weaknesses. Appraise performance of subordinate supervisors and other directly supervised employees; serve as reviewing official for non-supervisory evaluations. Approve expenditures within grade limits and overtime. Recommend awards for subordinate supervisory personnel and other organizational changes. Hear and resolve grievances and complaints referred by supervisors and employees. Initiate corrective actions for performance or conduct issues and review or approve serious disciplinary actions. Ensure documentation supports personnel actions and is complete. Determine developmental needs of supervisors and provide coverage during peak workloads and holidays. Demonstrate sensitivity to subordinates’ ideas. Promote an empowering environment that encourages participation and mission accomplishment. Discharge security responsibilities by ensuring compliance with security directives for employees with sensitive or classified access. Explain classification determinations to subordinate employees. Apply EEO principles and requirements to all personnel actions; ensure discrimination‑free treatment. Other duties as assigned. Qualifications Certifications: Pro-Board and/or IFSAC Firefighter II Pro-Board and/or IFSAC Airport Firefighter Pro-Board and/or IFSAC Fire Instructor II Pro-Board and/or IFSAC Fire Inspector II Pro-Board and/or IFSAC Fire Officer IV Pro-Board and/or IFSAC Hazardous Materials Incident Commander NIMS 100, 200, 300, 400, 700 and 800 Bachelor’s degree or higher in Fire Science, Fire Training, related field and eight (8) years’ experience in fire operations and management. Honorably discharged from the Armed Services (if applicable) Successfully completed all required training and obtained all necessary licenses, certifications, and security/medical clearances. Must have a valid driver’s license and meet the requirement to operate emergency vehicles per state requirements. Must speak, read, write, and understand English and apply written rules, detailed orders, instructions, and training material. Must have no record of illegal drug use, sale, possession, or manufacture. Must have no felony convictions or convictions that reflect on reliability. Must meet physical certification for a non‑rigorous position. Must meet drug testing and alcohol‑free workforce requirements, including random testing. Must meet all standards as required by Statement of Work.
