Job Summary
Directs the construction and maintenance of state, county and local highway projects. Plans, directs and supervises the engineering operations of the Highway Department. Performs professional Civil Engineering work. Work is performed under the direction of the Highway Commissioner.

Essential Duties
Directs and supervises development of the annual work plan, which outlines goals and objectives of the construction and maintenance needs of Brown County
Directs, administers, and monitors the day-to-day construction and maintenance operations.
Directs the supervisors in planning, coordinating and assigning the work of others; developing their potential and monitoring and evaluating their performance and work outputs to maintain efficiency and quality of work.
Directs people, operation of equipment, and other resources for the department to promote efficient organization and completion of work.
Manages and administers the engineering division. Responsible for highway design and construction plans, specifications, contractor documents, surveying, and project management.
Manages the local Bridge Inspection Program and inspects bridges for structural integrity.
Conducts traffic engineering studies on highways and intersections based on existing and projected volume, capacity, accident data, access control and all available resources.
Directs and manages relocation orders, right-of-way acquisition, assists in classifying weight postings and Class B restrictions.
Manages and administers roadway and bridge maintenance and construction contract services provided by the Highway Department to the State of Wisconsin, Brown County, municipalities, and other county departments.
Manages access control, driveway permits, building and sign set-backs, and use of highway by utilities.
Reviews and approves the plans and specifications for design and construction projects by consultants.

Serves as the department representative and liaison to State and Local government commissions and committees, professional and community groups, elected officials and the general public.
Manages, administers, and ensures compliance with federal and state environmental regulations on air quality, hazardous material storage and usage, road construction project impact on wetlands, storm water management, endangered species (plants & animals), historical buildings, archeological, and hazardous materials.
Organizes public hearings and project meetings to present and convince effected parties of the need and design of the project.
Assists the commissioner as needed and prepares studies and reports for facilities, equipment and other concerns of the commissioner.

Evaluates the effectiveness of existing programs and services.

Manages and administers agreements with and services provided to other departments, municipalities and state agencies.

Performs related functions as required.

Minimum Qualifications Required
Education and Experience:
Bachelor's degree in Civil Engineering, or related field with nine (9) years of progressively responsible professional engineering, construction, maintenance and repair, and supervisory experience; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.

Licenses and Certifications:
Professional Civil Engineer License

Certification of Bridge Inspector preferred, but must be obtained within 1 year of hire

Valid Wisconsin Driver's License

Knowledge, Skills & Abilities
Knowledge of principles and practices of civil engineering including highway and bridge design.
Knowledge of land surveying, construction methods and materials, and hydraulics.
Knowledge of facilities and capital improvement program.
Knowledge of highway equipment.
Knowledge of preparing studies and analyses for equipment purchases.
Knowledge of and ability to utilize a computer and the required software.
Ability to perform mid to upper-level data analysis, including the ability to coordinate, strategize, systemize

and correlate, using discretion in determining time, place and/or sequence of operations within an

organizational framework; ability to implement decisions based on such data and oversee the execution of

these decisions.
Ability to manage and direct a group of workers, including the ability to provide counseling and mediation.
Ability to utilize a variety of reference, descriptive, and advisory data and information such as inspection

reports, construction plans, engineering studies, accident reports, real estate development plans, maps, organization analysis, bid specifications, contracts, requests for proposals, budgets, cost estimates, architectural drawings, construction standards, design manuals, engineering manuals, safety regulations, ordinances, statutes, procedures, guidelines and non-routine correspondence.
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain effective working relationships with staff, County officials, WisDOT,

municipal officials, law enforcement personnel, WisDNR personnel, engineering consultants, business

representatives, developers, utility company representatives, property owners, lawyers, architects and the

public.
Ability to deal with several concrete and abstract variables in working out approaches to major problems.
Ability to exercise the judgment, decisiveness and creativity required in critical and/or unexpected situations

involving moderate risk to the organization.
Knowledge of the practices, procedures and tools to effectively manage infrastructure including

preventative maintenance, cost-effective replacement and life-cycle costing.
Knowledge of administrative, managerial, and supervisory principles and practices including planning,

program evaluation, employee supervision and budgeting.
Knowledge in computer software to track, report and analyze infrastructure.
Ability to develop, interpret, and apply policies and procedures, federal and state, and local transportation

rules and regulations.
Ability to plan, organize and effectively present ideas, concepts and recommendations.
Ability to establish and maintain effective working relationships with employees at all levels within the

County, with representatives of other government agencies, elected officials and the public.
Ability to work with other governmental jurisdiction and private industry and contractors.
Ability to prepare complex bid specifications, analyze proposals, read blue prints and other drawings, and

draft agreements.
Ability to work the required hours of the position.
