DESCRIPTION

The Health Insurance Senior Navigator provides health insurance education, eligibility, and enrollment assistance for Medicaid, Maryland Children’s Health Plan (MCHP), Qualified Health Plans (QHP) and Stand-Alone Dental Plans (SADP). Responsibilities include outreach and public education, processing applications through the Affordable Care Act (ACA) state-based marketplace, facilitating QHP selection, document retrieval/submission, making appropriate referrals to other agencies, and offering post-enrollment support.

As a Health Insurance Senior Navigator, the candidate will lead staff engaged in determining eligibility for health insurance affordability programs available through the Maryland Health Connection. Additional responsibilities include reviewing applications, resolving enrollment errors, and handling of customer complaints.

JOB RESPONSIBILITIES:

1. Provide outreach, education, and in-person enrollment support for currently uninsured at DHHS locations or community locations in Montgomery County.

2. Maintain state certification to serve as a Navigator and expertise in all health insurance affordability programs available through the Maryland Health Connection.

3. Assist the public with eligibility determination, plan selection, document retrieval/submission, application for federal tax subsidies and cost-sharing assistance, Medicaid and MCHP determinations, and QHP enrollment through the Maryland Health Connection marketplace.

4. Conduct and document enrollment application reviews to determine accuracy and completeness; identifies error trends and provide recommendations to the Program Supervisor for corrective action.

5. Respond to inquiries from Navigators concerning financial assistance laws, regulations, requirements, policies, and procedures; provide information and clarification regarding eligibility requirements, or the status of an application or investigation.

6. Investigate and assists with resolving reporting errors that occur during the enrollment process with appropriate IT and program support staff; direct Navigators in using workarounds or troubleshooting as necessary to maintain workflow.

7. Field customer complaints regarding eligibility determinations made by Navigators by reviewing the case facts and advising the customer accordingly. 8. Provide ongoing training to newly hired Health Insurance Navigators; assesses staff training needs and prepare and conduct on-the-job training.

9. Participate in educational workshops, outreach, and speaking events to raise awareness and promote health coverage options available through Maryland Health Connection.

10. Provide direct supervision to office support staff.

11. Complete all administrative duties in a timely and accurate manner, respond to electronic communication promptly; attend and participate in Montgomery County Connector Entity meetings; manage operations at designated work site as needed.

12. Provide referrals to appropriate agencies, including the Attorney General's Health Education and Advocacy Unit (HEAU) and the Maryland Insurance Administration (MIA), for applicants and enrollees with grievances, complaints, questions, or the need for other social services.

13. Ensure all information and services are culturally and linguistically appropriate and accessible for individuals with disabilities throughout Montgomery County.

14. Assist Program Supervisor with other duties as assigned or needed to support program goals.

15. Recommend changes in work processes, assignments, and other unit operations to the Program Supervisor.

16. Perform all other duties of a Health Insurance Navigator as necessary.RequirementsMINIMUM QUALIFICATIONS:

- Bachelor's Degree from an accredited college/university or an equivalent combination of education and related experience may be substituted.

- At least 2 years of experience in benefit eligibility/enrollment or work experience as an enrollment service representative required.

- Availability to work nights and weekends for outreach events and during the open enrollment season.

- Exceptional written and oral communication skills, attention to detail, ability to meet priorities in a fast

-paced professional environment, and excellent customer service to multi-ethnic/multicultural populations.

- Proficiency in Microsoft Office Suite (including Word, Excel, PowerPoint, Outlook, and Adobe PDF Professional).

- Bilingual proficiency in in one or more of the following languages is preferred: Spanish or Amharic.
