DEFINITION Under general direction plans, organizes, directs and coordinates the activities and operations in one or more major divisions of the Court providing non-judicial support for the Court; and performs related work as required. As a working manager this position requires a high level of technical skills to be able to perform the work of those supervised when necessary combined with a high level of verbal and written communication skills, interpersonal skills, and professionalism to achieve excellent team work and customer service. DISTINGUISHING CHARACTERISTICS The Court Operations Manager is a management class responsible for providing supervision and management oversight to a division or operational unit of office and technical support staff. This class is distinguished from that of Court Operations Officer, in that the latter has day-to-day responsibility for all administrative and operational functions required for support of judicial functions, and supervises this classification. Management level positions must lead members of the court team with a focused vision, a commitment to open communication, providing and receiving constructive feedback, inspiring professional growth, and motivating through trustworthy and positive relationships to ensure a productive workplace environment. Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive. Plans, organizes, directs, coordinates, reviews and evaluates the work of a division directly and through subordinate levels of supervisors. Performs supervisory duties including hiring and training staff; conducts performance evaluations and handles disciplinary actions for subordinate staff. Develops goals, objectives, operating procedures and work standards; maintains policies and procedures in coordination with other managers. Reviews, monitors and analyzes legislation, procedures and forms to determine effect on court administration and operations; makes recommendations and develops implementation plans. Analyzes, and evaluates the need for automated systems; coordinates or participates in special projects related to automated systems. Prepares, monitors, and analyzes management and statistical information and reports; conducts research as necessary; makes recommendations on findings. Oversees all activities related to the processing of criminal, family law, probate, appeals, civil and juvenile trials and hearings, and coordinates jury operations, jury outreach programs including the summoning and payment of jurors. Oversees the scheduling and assignment of Courtroom Clerks including working in the courtroom to cover for staff shortages. Oversees the scheduling and assignment of Court Reporters and Court Interpreters. Directs the retention, imaging, storage and destruction of court records. Oversees the mediation and arbitration process; supervises the scheduling of small claims appeals and selection of Judge Pro Tems. Projects staffing and equipment needs; assists in assembling data for annual budget process; monitors expenditures after budget adoption. Serves on committees and task forces both within the court and with local, state and national agencies and organizations. Performs other related duties as assigned. QUALIFICATIONS Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be the equivalent of: Education Equivalent to graduation from high school Experience Four years of progressively responsible experience in a court setting; prior supervisory experience is desirable. KNOWLEDGE, SKILLS and ABILITIES Knowledge of: Principles and practices of administration, organization, management and supervision; programs, laws, regulations, policies, and procedures of assigned area; funding and mandates of assigned area; principles and practices of business and office management; principles and practices of personnel management; various California statutes and codes including but not limited to Civil, Penal, Civil Code of Procedure, Probate, Family, Vehicle, Government, Welfare and Institutions, Health and Safety Codes, California Rules of Court, Local Rules of Court, and Court Personnel Rules; principles and practices of records management; automated systems and computer applications related to work. Skill in: Operating a computer and driving a motor vehicle. Ability to: Plan, organize, coordinate and direct the work of a division; select, train and supervise staff; develop, evaluate and analyze complex operational policies and procedures; analyze problems and complaints and identify solutions; use initiative and independent judgment within general policy and procedural guidelines; prepare, interpret and evaluate a variety of narrative and statistical data and reports; understand, interpret and apply procedures, laws, rules, and regulations as they apply to assigned area; make effective use of available resources; prepare clear and concise reports, correspondence, and related written material; communicate and present ideas effectively orally and in writing; consult and advise judges; establish and maintain effective working relationships with judicial officers, attorneys, court personnel, county officials, governmental agencies and members of the public. WORKING CONDITIONS/PHYSICAL REQUIREMENTS Possession of a valid Class C California driver's license and a satisfactory driving record.
