Human Resources Analyst I/II

The City of Davis is looking for an experienced Human Resources Analyst to join the HR team Our small but mighty crew consists of two Technicians, two Analysts and a Director. Together we support over 375 authorized FTE employees including Police and Fire, and several hundred temporary, part-time employees. We also oversee the Risk Management functions for the City, including General Liability and Worker's Compensation programs.
The ideal candidate will have a broad range of professional human resources experience including public sector experience. This generalist role is a full-time, FLSA-Exempt position and is covered by the Individual General Management MOU.
This is primarily an onsite, in-person role. However, after completion of the one year probationary period, limited/partial remote schedules may be considered.

Under direction (Human Resources Analyst I) or general direction (Human Resources Analyst II), performs complex and varied technical, professional, and confidential work required to administer human resources programs, including risk management, recruitment, job analysis, classification and compensation, training and development, and employee and labor relations functions; performs research and analysis; provides consulting services to City departments related to all aspects of human resources programs and activities; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direction (Human Resources Analyst I) or general direction (Human Resources Analyst II) from the Director of Human Resources. Exercises technical and functional direction over and provides training to lower-level staff. The Human Resources Analyst II exercises direct supervision over technical and administrative support staff.
CLASS CHARACTERISTICS
Human Resources Analyst I: This is the entry-level classification in the Human Resources Analyst series. Initially under general supervision, incumbents learn and perform routine recruitment, job analysis, classification and compensation, training and development, and employee and labor relations duties. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Human Resources Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Human Resources Analyst II: This is the fully qualified journey-level classification in the Human Resources Analyst series. Positions at this level are distinguished from the Human Resources Analyst I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the Human Resources Analyst class series are flexibly staffed; positions at the Human Resources Analyst II level are normally filled by advancement from the Human Resources Analyst I level; progression to the Human Resources Analyst II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Human Resources Analyst II level.

Positions at the Human Resources Analyst I level may perform some of these duties and responsibilities in a learning capacity
- Plans, organizes, assigns, supervises, and reviews the work of human resources staff; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the human resources work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Participates in the development and administration of City human resources policies, practices, and procedures; develops and implements new or revised human resources programs, systems, procedures, and methods of operation.
- Participates in the administration of the City's employee benefits program, including contract review and compliance, evaluation of program components, and vendor effectiveness.
- Makes recommendations for the development and revision of human resources documents, procedures, and forms; assists in the development of policies, regulations, and procedures.
- Designs and implements new employee benefits programs and improvements/enhancements to existing employee benefits programs; oversees coordination of the City's annual benefits fair and benefits open enrollment for employees and retirees; provides consultation to employees, management, and retirees regarding all benefits offered by the City.
- Meets with representatives of employee organizations; assists in negotiation preparation including costing proposals and related research.
- Designs, implements, and administers recruitment and selection programs; prepares job announcements, advertisements, and other recruitment materials; screens applicants for qualifications; coordinates, designs, and administers job-related selection procedures, including, but not limited to application reviews, written and performance tests, and interviews and assessment techniques; adheres to employment laws regarding recruitment and selection of personnel; coordinates background investigations for prospective employees.
- Participates in classification and compensation studies; responds to, researches, provides data, and conducts compensation surveys; analyzes survey results to determine appropriate compensation levels; develops and updates classification descriptions.
- Reviews contracts for appropriate insurance compliance and risk transfer.
- Assists with the planning, development, implementation, and maintenance of the City's Worker's Compensation programs; evaluates safety claims and makes recommendations; reviews and make recommendations relative to property and liability programs and insurance certificates; investigates claims and represents the City in small claims court as needed.
- Reviews, audits, and reconciles payroll, benefits, and other HR related financial reports; recommends and implements coding changes or system updates as needed.
- Supervises leave of absence activities ensuring proper leave usage and general compliance with MOU's and Personnel Rules and Regulations.
- Coordinates closely with payroll; may serve as payroll backup or supervise payroll as needed.
- Oversees HRIS system related activities including creation, analysis, and evaluation of various reports, audits, research of issues, input of data, and compliance upkeep.
- Ensures compliance with CalPERS reporting requirements.
- Participates in the development and administration of department budget including Worker's Compensation and general liability program; performs analysis related to budget program areas; recommends budgetary adjustments.
- Interprets complex rules, regulations, contracts, policies, and procedures; applies such interpretation in the performance of assigned responsibilities.
