MANTECH is seeking a motivated, career and customer-oriented Program Analyst to join our team onsite in Norfolk, VA. This is an on-site position.Join the Navy's Continuous Training Environment (NCTE) program and contribute to the evolution of warfighter readiness. We provide critical engineering and technical expertise for the U.S. Navy's premier Live, Virtual, Constructive (LVC) training capability. Our work involves seamlessly integrating live training with synthetic systems to create highly realistic and complex global training environments. We also drive the development of advanced representations for joint, theater, and national systems, and model new weapons technologies and emerging threats, ensuring our forces are prepared for any challenge.Responsibilities include but are not limited to:Develop and draft Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interconnection Security Agreements (ISAs)Gather, correlate, and analyze financial, logistical, and planning data for cost of performance, capabilities, and requirements for support, ensuring inclusion of relevant informationAdminister and maintain a record of active agreements, ensuring their accuracy and ensuring alignment with organizational goalsFacilitate modifications, renewals, and terminations of agreements when appropriateWork with Program Managers to ensure agreement content is accurate and comprehensive before routing for review and approvalCommunicate with external commands while drafting agreements and confirm accuracy before submitting to the Program Manager for final approvalCollaborate with the Navy Authorizing Officials (NAO) to route finalized documents for signatureEnsure compliance with Risk Management Framework (RMF) processes, particularly in relation to network interconnections and systems securitySupport the NCTE Chief Information Technology Officer (CITO) with drafting and tracking compliance documents related to network/system interconnections and security requirementsPrepare and deliver formal oral presentations, including military-style briefings, to stakeholders and leadershipAssist with the creation and maintenance of various program documents, including program MOUs, Interconnection Control Agreements (ICAs), Terms of Reference (ToR), and other contractual agreementsUse tools like Jira and Confluence to track agreements, compliance documents, and other program-related tasksEnsure that all support agreements and authorizations are kept up to date and do not lapse in expirationRequired Qualifications:High School Diploma and 3+ years of Program Management experienceExperience with Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), Interagency Service Agreements (ISAs), and other related contractual documents Experience with the Risk Management Framework (RMF) process and its application to network and system interconnectionsExperience using Jira, Confluence, and other program management toolsProven ability to communicate clearly and effectively, both in writing and through oral presentationsAbility to work with various stakeholders, including military personnel and government agenciesDetail-oriented with strong organizational and analytical skillsAbility to work in a fast-paced, dynamic environmentPreferred Qualifications:Bachelors degreeFamiliarity with Navy Continuous Training Environment (NCTE) or similar military/government operational environmentsExperience with compliance documentation for network/system interconnectionsSecurity Clearance:Must have an active DoD secret security clearancePhysical Requirements:Must be able to remain in a stationary position 50%Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
