Position Highlights The Radiation Division sets standards for the safe possession, use, storage, transportation, and disposal of radioactive materials and radiation generating equipment. The Division inspects facilities that use radioactive materials, x-rays machines and other radiation producing equipment and is responsible for responding to reports of accidents and incidents involving radioactive materials. This role is responsible for independently performing licensing, inspections, incident response, and environmental studies where radioactive material and other sources of ionizing radiation are used to ensure compliance with state and federal regulations as well as developing and implementing enforcement actions resulting from violations at facilities that utilize ionizing radiation. The Radiation Division ensures the safe and secure possession, use, transportation, and disposal of radioactive material and radiation producing machinery and responds to incidents involving radioactive material and fixed nuclear facilities. The Radioactive Materials unit is responsible for the Agreement State program, field operations and emergency response. The Agreement State Program is responsible for licensing and inspection of facilities using radioactive material. The unit ensures materials are operated in compliance with Connecticut regulations and the National Materials Program to ensure radiation exposures to the general public and employees are maintained are safe levels and adverse impacts to the environment are minimized. Purpose of Job Class (Nature of Work) In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in inspection surveys and complex field studies pertaining to the control of ionizing and non-ionizing radiation and radiological wastes and responding to incidents and accidents involving sources of ionizing and non-ionizing radiation. Examples of Duties Performs detailed environmental studies at places of employment to determine whether workers are exposed to injurious amounts of ionizing and non-ionizing radiation Recommends corrective measures where necessary Schedules and plans periodic repeat inspections to ensure compliance Performs related laboratory work Consults with and advises users, possessors, and manufacturers of ionizing radiation-producing equipment and ionizing radiation-emitting materials on cooperative monitoring and control programs Consults and cooperates with other state, interstate, and federal agencies on matters pertaining to radiation control Keeps informed on the latest technological developments in radiation control and related fields Collects and disseminates information relating to the recognition, evaluation, and control of occupational health hazards presented by manufacturers and users Prepares reports as required Investigates complaints concerning occupational exposure to ionizing and non-ionizing radiation Conducts complex investigations, surveys, and studies pertaining to control of radiological wastes Performs detailed radiation monitoring tests of air, water, and other materials to establish background data for the appraisal of effects produced by new radiation facilities Maintains and calibrates radiation detection equipment to assure proper working order Organizes programs of sampling and surveillance of the discharges of establishments using radioactive materials Devises and maintains response plans for action in case of a radiological transportation accident Inspects sources and effects of non-ionizing radiation emitting devices and installations May speak before lay and professional groups Performs related duties as required Knowledge, Skill and Ability Considerable knowledge of the principles of ionizing and non-ionizing radiation and its measurement Knowledge of health and accident hazards associated with ionizing and non-ionizing radiation on exposed human beings Knowledge of radiation detecting instruments State, federal, and interstate regulations and codes relating to ionizing and non-ionizing radiation Skills interpersonal skills; oral and written communication skills In the use and calibration of radiation detecting instruments Ability to recognize, evaluate, and control hazardous environmental contamination by ionizing radiation and radioactive substances Utilize computer software Minimum Qualifications – General Experience Six (6) years of experience in the recognition, evaluation and/or control of potential occupational or environmental health hazards involving the use, manufacture, possession, transportation or disposal of sources of ionizing or non-ionizing radiation or radioactive substances. Minimum Qualifications – Substitutions Allowed College training in radiation science, physics, physical science, biological science or nuclear engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in radiation science, physics, physical science, biological science or nuclear engineering may be substituted for one (1) additional year of the General Experience. Preferred Qualifications Experience, course work or training in radiation protection principles and practices Experience using handheld field instruments to detect and identify radioactive material and contamination Experience working independently as well as part of a team, including experience with written and oral communication skills Experience communicating information pertaining to health physics and state and federal radiation protection programs to the regulated community, state and federal agencies, non-governmental organizations, or the general public Experience interpreting and administering state and federal radiation control laws, regulations, policies, and procedures, including inspection, licensing, and enforcement activities pertaining to radioactive materials or other sources of ionizing radiation Experience responding to incidents involving radioactive material Special Requirements Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. During employment in this class, incumbents will be required to receive and retain approval for unescorted access to nuclear facilities. Incumbents in this class are required to meet medical requirements and maintain qualification for respiratory protection. Working Conditions Incumbent may have significant exposure to ionizing radiation, toxic chemicals, and fumes.
