Job description

Contracted medical staff will be working alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females.

Under the general direction of the National Program Director and in collaboration with USBP HQ, the Medical Director develops, implements, and evaluates the medical practice delivery model in accordance with the polices and protocols listed in the statement of work and Department of Homeland Security directives for detainee healthcare. The National Medical Director shares the administrative functions that directly impact medical services and collaborates with the management team in overall planning and execution of program directives.

The National Medical Director assures delivery of quality services to all detainees within USBP facilities where contract employees are performing medical activities in accordance with the statement of work. Performs the clinical responsibilities as agreed upon by the National Program Director.

Mission

CBPs Office of the Chief Medical Office (OCMO) employs a family medicine model to provide frontline medical care for persons in CBP custody. This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners), clinical support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants), and other support staff (Patient Safety Risk Managers and Electronic Health Records Specialists). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. OCMO is committed to ensuring a system of care that is ethical, responsible, and accountable through surveillance and monitoring activities that are in place. Responsibilities• Participates in the recruitment and selection process for mid-level providers and state Supervising Physicians.• Provide oversight and direction of the state and sector Supervising Physicians and participate in scope of practice development and changes, as necessary.• Participate in disease surveillance activities and public health and epidemiology studies/efforts, as needed.• Performs clinical supervision of clinic staff, including regular performance appraisals and feedback.• Collaborates on the integration of new medical services and/or changes to existing protocols with the competent medical authorities for establishing best business practices.• Advise on the purchase and utilization of medical equipment and devices.• Review patient medical charts for understanding detainee care needs and make recommendations for changes to existing USBP protocols, as necessary.• Supervise state chart reviews conducted by the Supervising Physician, as necessary.• Provide medical in-service training to physicians and nursing staff, as necessary.• Performs or delegates responsibility for the monthly record review for all clinic staff focusing on quality of care and appropriate documentation and physical assessments.• Supervise Physician Assistants and Nurse Practitioners under the contract.• Assist with the treatment modalities pertinent to detainee patient populations.• Demonstrate an understanding of the USBP medical mission in performing all aspects of the position.• Demonstrate a caring and helpful attitude when interacting with patients, vendors and fellow employees.• Participate in medical conference calls and deliberate or rapid response planning sessions as necessary to meet mission requirements.• Assist in promoting a medical staff environment in which the providers retain independent judgement and responsibility in the practice of medicine.

Minimum Qualifications• M.D. or D.O. degree from an accredited medical school.• Board Certified/Board Eligible in a relevant specialty.• Significant operation and/or humanitarian experience.• Licensed in one of the 50 states.

Preferred Qualifications1. At least 10 years' experience managing medical programs or operations.2. At least 5-years of operational medical experience (military, law enforcement, humanitarian preferred)3. Medical Quality Management (MQM) experience.

Supervisory Controls:1. Works under the administrative direction of the National Program Director, or in their absence the National Deputy Program Director.2.
