Reporting to the Chief Information Officer (CIO), this executive role oversees all aspects of IT infrastructure, cybersecurity, applications, operations technology (OT), and digital transformation initiatives. The AVP drives mission-critical alignment between IT systems and airport operations, enabling operational resilience, passenger service excellence, and future-ready innovation.**JOB RESPONSIBILITIES*** Lead the execution of ONT’s enterprise IT strategy and multi-year digital roadmap, ensuring alignment with business objectives, regulatory compliance, and modernization goals.* Oversee technology planning and operations across multiple IT divisions, including network infrastructure, cybersecurity, enterprise applications, end-user services, and OT integration.* Develop and manage capital and operating budgets, investment strategies, and technology procurement aligned with airport priorities and Board-approved plans.* Champion cross-functional collaboration between IT, Public Safety, Operations, Finance, and airline/tenant partners to deliver integrated, high-impact technology services.* Guide IT governance, service delivery, and compliance with TSA cybersecurity directives, NIST CSF, FAA regulations, and industry best practices (e.g., ITIL, ISO 27001).* Serve as a senior advisor to the CIO, contributing to executive-level planning, innovation investments, and Board communications.* Supervise a team of directors and senior managers, providing mentorship, workforce development, succession planning, and performance leadership.* Lead or co-lead airport-wide initiatives involving AI, IoT, biometrics, private wireless (CBRS/LoRaWAN), cloud computing, and smart airport systems.* Represent ONT in national and regional aviation and technology councils, regulatory committees, and public-private innovation forums.**PROFILE OF THE IDEAL CANDIDATE*** Possesses subject matter experience and a track record of accomplishment in all or many of the disciplines outlined in this job description* Ability to assess issues and provide solutions* Ability to analyze and improve processes* Possesses strong communication and collaboration skills* Proactive with a high level of enthusiasm and resilience with a willingness to learn* Ability to plan and organize work to meet schedules and deadlines* Ability to demonstrate flexibility, creativity, and sensitivity in response to changing situations and needs; to use initiative and sound judgment within established procedural guidelines* Ability to maintain focus and adapt to frequent interruptions in a fast-paced customer-oriented environment* Ability to work independently as well as within a team environment* Ability to maintain confidentiality in handling data* Ability to interact effectively and courteously with employees, tenants and the general public in an international aviation environment* Ability to consistently demonstrate the Core Values of OIAA**MINIMUM QUALIFICATIONS*** Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field (Master’s degree preferred).* 12+ years of progressively responsible IT leadership, including at least 5 years in a director-level role or above, preferably in a complex, regulated, or critical infrastructure environment.* Proven experience managing enterprise IT operations and leading organizational change through technology.* Deep knowledge of cybersecurity frameworks, IT/OT convergence, and enterprise technology architectures.* Demonstrated success in developing and executing multi-million-dollar IT programs and leading large teams.* Strong skills in executive communication, organizational influence, strategic planning, and regulatory compliance.# **PREFERRED QUALIFICATIONS*** Airport, aviation, or transportation sector IT leadership experience.* Professional certifications such as PMP, CISSP, ITIL Expert, TOGAF, or similar.* Familiarity with technologies such as Genetec Security Center, Workday, ArcGIS, Amadeus, common-use systems, and airside/landside OT environments.**LICENSES / CERTIFICATION*** Valid Driver’s License equivalent to a California Class C driver’s license* Acceptable driving record at time of appointment and throughout employment* Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT**PHYSICAL DEMANDS**The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
