ABOUT THIS POSITION More than 50 million passengers traveled through Phoenix Sky Harbor International Airport in 2025, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact of $44 billion annually. Integrating sustainability and resiliency into the airports' business practices is key to enhance efficiency, reduce costs, and minimize the environmental footprint. The Sustainability Team is critical to the continued success of the Aviation Department and its long-standing commitment to sustainability and livability for the Phoenix metro area, through ensuring the movement of people and goods is efficient, uses fewer natural resources, supports the local community, and helps Aviation maintain its status as a leader in airport sustainability. To that end, the Aviation Department is actively pursuing several sustainability goals including 100% Carbon-free Energy by 2030, Net Zero Carbon by 2040, Zero Waste by 2050, and 2% Water Reduction annually. The Aviation Department is seeking an experienced professional to serve as the Sustainability Outreach Program Manager. The successful candidate will be an outgoing leader with experience working with diverse stakeholders to achieve results and a passion for sustainability. The position manages the Business Practices and Community areas of the Aviation Department's Sustainability and Resiliency Management Plan. This role is responsible for integrating sustainability into the Aviation Department's administration, operations, design and construction and other business practices, and developing and expanding programs, procedures, and processes that support positive sustainability outcomes. This position reports to the Sustainability Superintendent and may supervise professional staff. The successful candidate will provide the organization, planning and implementation support necessary to achieve ambitious sustainability goals and objectives in support of the Aviation Department's strategic plan. Responsibilities include: Working with the Aviation Sustainability Team to develop and deliver training and engagements that increase employees and stakeholders' understanding of sustainability and their participation in the airports' sustainability program. Building and maintaining positive relationships with airport stakeholders, other city departments, consultants, contractors, utilities, and other outside agencies to implement energy efficiency / conservation / renewable energy measures. Overseeing and expanding the award-winning Green Business Partner Program, which focuses on working with airport tenants to implement sustainable practices and provides recognition for their sustainability programs. Maintaining and executing the sustainability outreach plan conveying sustainability information to a variety of audiences in multiple formats and methods. Collaborating with a variety of internal stakeholders to embed sustainable business practices into processes and policies. Acting as the liaison for the department's scoping, design, and construction of projects ensuring sustainable guidelines are promoted and followed. Hiring Range: $86,590 to $121,825 annually. Pay Range Explanation: Pay range is the entire compensation range for the position classification. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. Five years of professional experience in program and project management, preferably within a government or public sector environment. Other combinations of experience and education that meet the minimum requirements may be substituted. PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus: Experience planning, implementing, growing, and evaluating programs. Experience working with varied stakeholders to achieve outcomes. Experience incorporating specific practices into contractual agreements. Experience preparing and conducting presentations to small and large diverse groups. Experience managing professional services contracts including scope development and implementation, as well as oversight of schedule, budget, and performance.
