Base Pay Range $86,000.00/yr - $120,000.00/yr Position Title Director of Outpatient Services Reports To Chief Clinical Officer Direct Reports Clinical Supervisor, Wraparound Services Supervisor Position Summary The Director of Outpatient Services provides division-level leadership and oversight for VOA Alaska’s outpatient behavioral health and substance use services for youth and transitional aged youth (TAY). The Director is responsible for the overall performance of the outpatient service lines, including access, quality, outcomes, financial stewardship, compliance, and leadership of Program Managers and other assigned leaders. Reporting to the Chief Clinical Officer, the Director translates organization-wide vision, strategy, and clinical standards into clear expectations and goals for youth and TAY outpatient programs. The Director focuses on integrating services across age groups, supporting consistent implementation of VOA Alaska’s philosophy and model of care, and ensuring outpatient services are responsive to the needs of youth, young adults, and families. Responsibilities Provide division-level leadership for youth and TAY outpatient services to ensure alignment with VOA Alaska’s mission, values, and model of care. Translate organization-wide strategic and clinical priorities into clear goals, work plans, and expectations for youth and TAY outpatient programs. Oversee outpatient access, service capacity, utilization and client flow, including referral patterns, wait times, and coordination with other levels of care or service lines. Manage division-level financial performance within the framework, including developing and managing budgets, monitoring revenue and expenses, and addressing key financial drivers such as productivity and payer mix. Monitor and improve quality and outcomes for youth and TAY outpatient services using data on access, attendance, engagement, completion, client experience, safety, and other performance indicators. Ensure that outpatient programs maintain compliance with licensing, regulatory, accreditation, payer, and documentation requirements and support audits, reviews, and corrective actions in collaboration with Compliance and the Chief Clinical Officer. Provide leadership for grants and contracts related to outpatient services by understanding program expectations and deliverables, supporting accurate and timely reporting, and working with Program Managers and others to ensure that services and data fulfill funder requirements. Directly supervise Program Managers for Youth Outpatient and TAY Outpatient and other assigned leaders, providing regular coaching and feedback and holding them accountable for clinical, operational, financial, and safety results at the program level. Partner with People/HR and the Chief Clinical Officer on outpatient workforce planning, staffing models, recruitment, onboarding, retention, and staff development, including support for licensure or certification as appropriate. Lead or support program development and change initiatives within Outpatient Services, such as new levels of care, specialty tracks, telehealth or hybrid models, or integrated services for youth and young adults. Collaborate with internal partners (Medical and psychiatric providers, Operations, Finance, HR, QA/Compliance, IT, Admissions/Access, other service lines) to ensure coordinated systems, workflows, and supports for outpatient services. Work to ensure strong coordination between outpatient services and other parts of the continuum, including residential, school-based, and community-based programs, to support smooth transitions and continuity of care. Develop and maintain relationships with key referral sources and community partners for youth and TAY outpatient services, such as schools, primary care, child welfare, juvenile justice, colleges, workforce programs, and community agencies. Represent Outpatient Services in internal committees and workgroups and in appropriate community or system-level meetings and help implement organization-wide initiatives within the outpatient division. Skills Division leadership – leads multiple outpatient programs, sets clear expectations, and integrates them into a cohesive, mission-aligned division. Outpatient clinical and operational knowledge – understands youth and young adult outpatient behavioral health and substance use treatment, including access strategies, engagement, scheduling, and coordination with schools, families, and community resources. Financial and data skills – develops and manages division budgets; understands outpatient financial drivers; uses metrics such as referrals, access, attendance, productivity, utilization, completion, and outcomes to guide decisions. Staff and culture leadership – supervises Program Managers and other leaders; builds a trauma-informed, team-based, and accountable culture; supports workforce development and staff growth. Collaboration and communication – communicates effectively with staff, youth and families, internal departments, and external partners; represents outpatient services in meetings and committees; collaborates across service lines and systems. Qualifications Education – Master’s degree in a behavioral health or related field (such as Social Work, Counseling, Psychology, or Marriage and Family Therapy) is preferred; a bachelor’s degree with extensive, directly relevant work experience in behavioral health leadership may be considered. Licensure – Clinical licensure in Alaska (independent or associate level) is preferred. Experience – Typically at least five years of experience in behavioral health or related youth-serving settings, with two to three years in outpatient or community-based services preferred; at least three years of supervisory or management experience, preferably including leadership of Program Managers or Supervisors; experience with payer requirements, documentation standards, and regulatory expectations for outpatient services; experience with budget management is preferred. Other requirements – Ability to pass all required background checks and clearances; commitment to trauma-informed and culturally responsive care; ability to work a schedule that supports outpatient operations and community engagement; valid driver’s license and reliable transportation.
