Manager, Perinatal Ultrasound Services

 

PRIMARY PURPOSE

 

Responsible for management of assigned staff and other resources to ensure optimal services and safe patient care in Women and Infants Specialty Health Ultrasound Services.

 

MINIMUM SPECIFICATIONS

 

Education -Must be a graduate of an accredited imaging program for any of the following primary pathways:

• Radiography

• Magnetic Resonance Imaging

• Nuclear Medicine Technology

• Sonography

• Vascular Sonography

• Must have an Associate Degree in a healthcare related field.

• Bachelor’s degree in a health care field or business administration is preferred.

 

Experience - Must have eight (8) years of related healthcare experience, to include two years of supervisory experience.

 

Equivalent Education and/or Experience - May have an equivalent combination of education and experience to substitute for the experience requirements.

 

Certification/Registration/Licensure:

 

If hired in Diagnostic Radiography (DX) or Interventional Radiology (IR):

• Must have American Registry of Radiologic Technologist (ARRT) (R) certification as a Registered Radiologic Technologist

• Must have a Medical Radiologic Technologist (MRT) certification from Texas Department of State Health Services (TDSHS) or Texas Medical Board

 

If hired in Computed Tomography (CT):

• Must have American Registry of Radiologic Technologist (ARRT) (CT) certification as a Registered CT Technologist

• Must have a Medical Radiologic Technologist (MRT) certification from Texas Department of State Health Services (TDSHS) or Texas Medical Board

 

If hired in Magnetic Resonance Imaging (MRI):

• Must have American Registry of Radiologic Technologist (ARRT) (MR) certification as a Registered MRI Technologist

 

If hired in Mammography (MA):

• Must have American Registry of Radiologic Technologist (ARRT) (M) certification as a Mammography Technologist

• Must have a Medical Radiologic Technologist (MRT) certification from Texas Department of State Health Services (TDSHS) or Texas Medical Board

 

If hired in Nuclear Medicine (NM) and/or PET/CT:

• Must have American Registry of Radiologic Technologist (ARRT) (N) certification as a Registered Nuclear Medicine Technologist or be a Certified Nuclear Medicine Technologist (CNMT) with the Nuclear Medicine Technology Certification Board (NMTCB)

• Must have a Medical Radiologic Technologist (MRT) certification from Texas Department of State Health Services (TDSHS) or Texas Medical Board

 

If hired in Ultrasound (US):

• Must have American Registry of Radiologic Technologist (ARRT), or American Registry for Diagnostic Medical Sonography (ARDMS), or Cardiac Credentialing International (CCI/RVS) certification. ARRT (S) or ARDMS (AB) Preferred.

 

If hired in Vascular Lab:

• Must have American Registry of Radiologic Technologist (ARRT), or American Registry for Diagnostic Medical Sonography (ARDMS), or Cardiac Credentialing International (CCI/RVS) certification. ARDMS (RVT) or CCI (RVS) Preferred.

 

If hired in Cardiovascular Services:

• One of the following credentials:

• Registered Diagnostic Cardiac Sonographer (RDCS) from American Registry of Diagnostic Medical Sonography (ARDMS) - specific to department modality - And/or- Registered Cardiac Sonographer (RCS) or Registered Congenital Cardiac Sonographer (RCCS) from Cardiovascular Credentialing International (CCI) specific to department modality.

 

If hired in Women’s Services:

• One of the following credentials:

• Registered Diagnostic Cardiac Sonographer (RDCS) from American Registry of Diagnostic Medical Sonography (ARDMS) - specific to department modality - And/or- Registered Cardiac Sonographer (RCS) or Registered Congenital Cardiac Sonographer (RCCS) from Cardiovascular Credentialing International (CCI) specific to department modality.

 

- In any department, all positions must have a current Healthcare Provider (BLS) CPR course completion card from one of the following:

American Heart Association

American Red Cross

Rescuer Military Training Network.

 

Skills or Special Abilities

- Must be able to demonstrate effective supervisory skills.

- Must have excellent time management and organizational skills.

- Must be able to communicate effectively

- Must be able to demonstrate patient centered/patient valued behaviors.

- Must be able to operate various types of radiological equipment used in performing procedures.

- Must have intermediate MS Power Point, Excel and Word skills to present educational sessions and other departmental projects. Testing may be required to validate skills.

- Must have PACS and RIS experience.

- Financial management and budget skills preferred.

 

Responsibilities

1. Responsible for quality management practices that deliver effective and efficient services and ensure optimal patient outcomes. Collaborates with medical staff and administration to assess operations and evaluate quality. Identifies and analyzes the design of jobs and work processes implementing appropriate changes to improve effectiveness, productivity and efficiency and patient access. Directs, reviews, and evaluates at a minimum of two performance improvement plans/projects, utilizing performance indicators to track/trend outcomes annually. Organizes & facilitates maintenance of all quality initiatives within the diagnostic radiology department.

2. Directs, reviews, and evaluates delays, medical record audits and other practice feedback. Responds to patient safety posts and investigations within established department expectations.

3. Responsible for effective fiscal management of the assigned areas of the radiology department, ensuring appropriate use of department resources. Develops operating and capital budgets ensuring that departments have the necessary funds to carry out established goals and objectives. Utilizes benchmarks for cost utilization and staffing levels. Demonstrates ability to flex resources to changing volume and acuity requirements. Correlates volume, revenue and cost to meet operating requirements for all service areas. Assures departments operate within allocated resources. Manages cost per unit of service within established annual radiology and/or organizational goals or expectations. Ensures data integrity and works with department leadership to ensure accurate coding and charge capture for all exams and supplies in patient care. Develops, implements and evaluates detailed action plans to correct variances.

4. Selects, trains, supervises, motivates and evaluates assigned staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers. Ensures assigned staff receives opportunities to further their knowledge. Effectively delegates responsibilities. Must meet department and/or organizational expectations for turnover and retention of staff. Identifies and utilizes strategies to meet/exceed employee growth and development, as well as ensure satisfaction and quality of work life needs.

5. Serves as a liaison between radiology and the information technology divisions coordinating and monitoring the implementation of various programs and systems such as the EMR and PACS to ensure appropriate clinical operation and patient safety as requirements change. Coordinates, facilitates and trends software upgrades and optimization of various systems impacting the department. Must participate in various radiology user groups such as the radiology user group (RUG), process improvement committee (PIC), etc. to ensure required clinical operations are maintained and supported. Oversees connectivity of radiology equipment to PACS and HIS/RIS. Coordinates PACS and reporting template modifications. Communicates changes and provides technical guidance to staff as needed. Troubleshoots system and equipment issues as needed.

6. Performs diagnostic radiology procedures as needed. Accesses and handles selected medications.

7. Stays abreast of the latest developments, advancements, and trends in radiology by actively participating in professional organizations as the American Society of Radiologic Technologists (ASRT) and the Texas Society of Radiology Technologists (TSRT) and the American Healthcare Radiology Association (AHRA). Active membership and participation in the AHRA is preferred. Obtains a minimum 12 Category A or A+ credits per year and a total of at least 24 for each biennium period. Transcript showing yearly 12 CE credit must be turned in to radiology leadership 30 days prior to annual evaluation. Integrates knowledge gained into current work practices. Represents Parkland in professional activities including external correspondence, public presentations, classes, research or professional publications.

8. Identifies achievable initiatives to improve work processes and improve customer (internal as well as external) satisfaction. Formally makes recommendations to radiology leadership in writing with an implementation plan. Responsible for monitoring satisfaction results as appropriate to ensure the support of the overall goals of radiology and the mission of PHHS. Meets or exceeds annual patient satisfaction goals established by radiology leadership and PHHS.

9. Oversees purchase, maintenance and repair of radiology equipment across the system including troubleshooting and vendor contact, as needed, to facilitate proper levels of operable equipment and efficient workflow with the departments. Collaborates with clinical engineering to ensure that all equipment is safe and maintained appropriately.

10. Cultivates and maintains positive working relationships with management, physicians, nurses, hospital staff, students and vendors in order to provide optimal patient care, interdepartmental cooperation, and improve effectiveness, productivity, and efficiency in support of overall Parkland and radiology goals.

11. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact radiology. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.

12. Develops implements and monitors annual goals and objectives for the assigned area of radiology department. Integrates statistics, research or other department projections and experience to ensure that planning supports Parkland mission and customer service objectives.

13. Provides evaluation related documentation, as requested, 30 days prior to review to ensure department management has adequate supporting documents necessary for performance evaluation.
