Job Summary The City of Annapolis is seeking a dedicated and skilled Deputy Finance Director to join the Finance Department. Under the general direction of the Finance Director, the Deputy Finance Director performs professional work of unusual difficulty in planning, administering, and coordinating the activities of Finance Administration. The successful candidate will act in the absence of, and on behalf of, the Finance Director and assist with planning, organizing, and directing fiscal and management control functions. This position exercises high-level independent judgment in managing the City’s financial integrity and ensuring compliance with regulatory reporting requirements. ESSENTIAL JOB FUNCTIONS Develops, manages, and implements policies and procedures for the operations of the Finance Department. Acts in the absence of, and on behalf of, the Finance Director and assists with planning, organizing, and directing fiscal and management control functions. Prepares the Annual Comprehensive Financial Reports and assists with the annual audit. Coordinates with and assists internal and/or independent auditors by providing information required for audits. Oversees the City’s payroll process including gathering and analyzing time records, preparing payroll batches, preparing direct deposits and checks and filing taxes and other withholdings with the appropriate outside entities. Reviews, monitors expenditures, reports and other financial documents and authorizes payment of expenses/expenditure funds. Prepares and presents financial reports including expenditures, commitments, and revenue data. Monitors and ensures continued timely maintenance of the County’s financial management system. Ensures that accurate internal ledgers and records are maintained and are reconciled periodically with reports generated by the financial accounting system. Implements, interprets, and enforces standards, policies and related rules and regulations. Provides financial information to other departments, elected officials, and the public. Conducts financial analyses, prepares reports, monitors and reviews all functions of the Finance Office, including information technology, and initiates appropriate action as required. Directs the planning, organization and maintenance of central accounting systems and supervises the orderly and timely processing of all accounting transactions. Monitors the information technology operation and works closely with the I.T.S. (Integrated Technology Solutions) Manager to ensure its efficient and uninterrupted functioning. Assists the Finance Director with the formulation and preparation of the annual budget as needed. Ensures financial staff are appropriately trained in the City’s systems of record and on citywide policies and procedures. Performs other related job duties as assigned. QUALIFICATIONS Knowledge, Skills and Abilities Advanced knowledge of Government Finance Officers Association (GFOA) standards, recommended practices and policies, rules and regulatory reporting requirements. Advanced knowledge of Generally Accepted Accounting Principles (GAAP) and its application to the accounting entries, records and reports of the City of Annapolis. Advanced knowledge of auditing and reporting systems, cost benefit analysis, accounting reports, warrants, and other financial forms. Knowledge of Federal, state, and local laws, regulations and court decisions applicable to assigned areas of responsibility. Knowledge of financial systems, procedures, controls and fiscal administration principles and practices. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of office automation software, (e.g., database, spreadsheet, work processing, presentation, etc.). Skill in auditing technical records and reports for compliance and evaluation purposes. Skill in operating personal computer and standard office software including databases and spreadsheet files. Skill in researching and preparing complex, technical financial reports. Skill and ability to use good judgment, tact and courtesy to establish and maintain effective working relationships with other employees, governmental officials and the public. Ability to plan, organize, and direct the work of subordinate employees in the specialized fields of accounting, payroll administration, statistical reporting, and tax collections. Ability to prepare clear, concise, accurate and timely financial and other reports and statements either orally or in writing. Ability to perform on-the-job training to new staff members in accordance with established procedures and practices. Minimum Qualifications Master’s degree in accounting, finance, business or similar, from an accredited university; and five (5) years of professional experience in complex finance administration at the level of Senior Accountant, including extensive supervisory experience and progressively responsible experience in local government preferred. Preferred Qualifications Possession of a valid and current Certified Public Accountant (CPA) license preferred. Physical/Mental Demands The work is sedentary. Work may require walking and standing in conjunction with travel to meetings and conferences away from the worksite. The work does not require any special physical effort.
