Description

Performs technical work programming Election System Software and operating the election reporting system. Provides election support to 20 municipalities and 5 schools including all aspects of WisVote and the Canvass system. Oversee committee and County Board agendas including all publications. Work is performed under the limited supervision of the County Clerk.

Examples of Duties

The following job description duties are illustrative, and the person holding the position may be required to perform other duties of a similar nature or otherwise related to the position.
  1. Ensure the Wisconsin Election Commission calendar of election events is followed promptly, accurately and all submissions required are completed.
  2. Provide, maintain and report all local candidate filings.
  3. Gather ballot access information including Federal, State, County, Municipal, School races and all referendums. Create election ballots in the Election System Software portal. Receive and process all aspects of the Election Management Software.
  4. Work with the Wisconsin Election Commission in WisVote and the Wisconsin Canvass System for each election. Maintain and reconcile voter records for Adams County voters. Maintain all the election documents per the retention schedule.
  5. Operate the election reporting system. Troubleshoot and display election results for each election online on election night.
  6. Provide election support to municipalities, schools and the board of canvassers. Assist the clerks with training. Maintains the municipal clerk contacts within Wisconsin Elections.
  7. Assist the public in person and by phone in all aspects of the office; receive and file documents; schedule meetings and calendar events; provide information in accordance with open record laws; and assist in the use of our county website.
  8. Prepare the monthly agenda for committees and the County Board. Responsible for all notices required for open meeting laws and newspaper publications.
  9. Maintain accurate county proceedings to create the final proceedings book.
  10. Process claim sheets and report final to payroll. Provide support to all Supervisors.
  11. Oversee the county directory to ensure the document remains current.
  12. Process marriage license applications in the Vital Records System. Prepare deposits, reconcile monthly reports and provide year end reports.
  13. Order and distribute dog tags to municipalities; receive, report and balance.
  14. Process cutting notices using the Land Records System and file.
  15. Assist in the Tax Lien foreclosures by Proceedings in Rem.
  16. Performs the duties of the County Clerk in their absence.
  17. Performs other related functions and duties as assigned or required.

Essential Qualifications

High school diploma or GED and moderate experience in a clerical role with some knowledge of election laws and state statutes, or equivalent combination of education and experience. Valid driver's license in the State of Wisconsin.

Thorough knowledge of County and department policies and procedures to include emergency and inclement weather policies; ability to prioritize and manage multiple, concurrent projects in a timely manner; attention to detail and ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to maintain a high level of confidentiality regarding sensitive information; knowledge of data practices, record-keeping practices and requirements; knowledge of Website maintenance; comprehensive knowledge of election regulations, processes and procedures; knowledge of boards or canvasses; ability to balance and reconcile poll books and records votes accurately; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to operate and use standard office equipment; knowledge and ability to use standard office and position-specific software; ability to effectively and professionally communicate both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, supervisors, other departments and the general public.

PHYSICAL DEMANDS

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires walking and sitting and occasionally requires standing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; and work is generally in a moderately noisy location (e.g. business office, light traffic).

The County offers health insurance coverage through UMR. The County pays 85% of the premium for both single and family coverage, along with a contribution to the Health Savings Account (HSA).

Dental, Vision, and supplemental insurance is also available, with the employee paying the premium.

The County offers a basic life insurance plan (at the County expense) for regular employees. There are also supplemental plans available for the employee to purchase.

The County provides a retirement account in the Wisconsin Retirement System (WRS) for eligible employees. Employees pay one-half of the required contribution; the County pays the other half.

The County provides a confidential Employee Assistance Program (EAP) to all employees and their family members, at no cost to the employee.
