OverviewThe Vice President of Residential Services provides executive leadership and fiscal oversight for Crittenton’s federally Unaccompanied Children Shelter Program and Unaccompanied Refugee Reform Program, licensed residential facilities regulated by Title 22 and Community Care Licensing (CCL). Reporting to the Chief Operating Officer, this role ensures safety, compliance, and clinical excellence across all residential operations while advancing trauma-informed, culturally responsive care for unaccompanied children (UC). As the agency’s expert in residential programming, Title 22 compliance, ORR Policy, and therapeutic service delivery, the Vice President leads program development, implementation, and evaluation to meet contractual, fiscal, and regulatory goals.SalaryPay Range: $106,288 - $151,840QualificationsMaster’s or Doctorate degree in psychology, social work, counseling, marriage and family therapy, or a related behavioral health discipline from an accredited program or university.Minimum of 7-10 years of progressive leadership experience in residential, child welfare, or behavioral health programs, including 5 years in executive or senior management.Proven expertise in Title 22, Community Care Licensing (CCL), Title 45, and Office of Refugee Resettlement (ORR) shelter regulations and operations.Demonstrated success in program development, implementation, and clinical integration within a licensed residential or federally funded setting.Strong background in fiscal management, KPI development, and data‑driven performance oversight.Experience managing multidisciplinary teams and leading initiatives related to safety, compliance, and quality improvement.Bilingual (English / Spanish) strongly preferred.Clearances and RequirementsMust successfully clear DOJ and FBI fingerprint checks.Must be cleared by ORR.Must be at least 21 years of age.Valid California driver’s license and current auto insurance.Must provide proof of immunity to vaccine‑preventable diseases (e.g., Varicella, MMR, Tdap, TB, Influenza).Completion of all required ORR trainings, including Employee Misconduct Acknowledgment, Code of Conduct, and Sexual Abuse and Harassment Prevention.Essential DutiesProvide executive and strategic leadership for all residential shelter operations to ensure compliance with ORR, HHS, Title 22, and Title 45 requirements.Serve as the agency’s Title 22 and 45 CFR Facility Expert, ensuring all licensing, staffing, and environmental standards are met and maintained.Lead organizational change initiatives, guiding program leaders through the implementation of new federal and state regulations, policy updates, and system improvements while fostering staff engagement and adaptability.Promote a culture of innovation, accountability, and continuous improvement by modeling inclusive leadership, clear communication, and trauma‑informed supervision practices.Oversee the delivery of trauma‑informed, culturally responsive, and clinically integrated services for unaccompanied children (UC) in compliance with federal and state care standards.Partner with the Vice President of Mental Health to ensure clinical programming is evidence‑based, outcome‑driven, and fully integrated into residential operations.Ensure programs consistently meet contractual deliverables, KPIs, and performance benchmarks while maintaining a safe, therapeutic environment for youth and staff.Lead program innovation through Continuous Quality Improvement (CQI) initiatives, using data and staff feedback to evaluate performance and inform decision‑making.Develop, implement, and monitor policies, procedures, and training that support operational consistency, safety, and trauma‑informed practices.Oversee budget development and fiscal planning in collaboration with the COO and CFO, ensuring compliance with federal, state, and contractual requirements.Monitor expenditures, staffing utilization, and revenue performance to ensure fiscal sustainability and resource efficiency.Establish and analyze Key Performance Indicators (KPIs) related to safety, compliance, staff performance, and youth outcomes; use data to inform system‑level improvements.Direct incident management and reporting processes, ensuring timely submission, root cause analysis, and corrective action consistent with ORR and licensing protocols.Maintain oversight of the UC Portal, including youth acceptance, transfers, and discharge documentation in compliance with ORR standards.Ensure facilities remain audit‑ready for Community Care Licensing (CCL) and ORR monitoring visits, including audit preparation and the implementation of corrective action plans.Mentor, coach, and develop Program Directors, Assistant Directors, and campus leadership, cultivating leadership capacity and supporting succession planning.Drive staff engagement and retention by reinforcing transparent communication, empowerment, and alignment with organizational values.Lead safety and risk management efforts across all sites, ensuring emergency preparedness, environmental compliance, and quality control.Collaborate with cross‑departmental leadership (Clinical, Medical, Case Management, HR, QA, and Facilities) to ensure an integrated, interdisciplinary approach to service delivery.Represent the agency with ORR, CCL, and other government partners, maintaining strong compliance relationships and advancing organizational credibility.Champion organizational resilience by anticipating systemic challenges, aligning resources strategically, and fostering a responsive and mission‑driven culture.May perform other duties as assigned. #J-18808-Ljbffr
