Director of Risk Management City of Odessa, Texas The City of Odessa, Texas is seeking a strategic and experienced Director of Risk Management to lead and administer our risk, safety, and insurance programs. This position plays a critical leadership role in protecting the City’s people, property, and financial resources through proactive risk mitigation, claims management, and oversight of our self‑funded insurance programs. Key Responsibilities Manage all aspects of the City’s self‑funded insurance plans, including health, workers’ compensation, and liability. Direct and develop comprehensive safety and loss prevention programs. Oversee risk identification, assessment, and mitigation strategies across departments. Administer the workers’ compensation program, ensuring compliance with Texas law and timely claims handling. Collaborate with HR, Legal, and departmental leadership to minimize exposure and reduce costs. Supervise risk management staff and consultants; manage contracts related to claims, insurance, and third‑party administrators. Analyze trends and prepare reports for executive leadership and elected officials. Qualifications Bachelor’s degree in Risk Management, Public Administration, Business, or related field. At least 7 years of progressively responsible experience in governmental risk management, including self‑funded insurance administration and workers’ compensation. Strong leadership, analytical, and communication skills. Relevant professional certifications are a plus. Why Odessa?
