Under the direction of the Staff Services Manager I, the AGPA performs a variety of complex, technical, and varied analytical and evaluative work relating to the provision of the nonprofit security grants within Cal OES. They will function in a demanding and changing environment, which requires effectively maintaining a routine workload and regularly responding to short-term tasks. They review, analyze, process, and prepare responses to a variety of forms, documents, and correspondence pertaining to nonprofit security grants. They must meet legal, regulatory, and internal deadlines on all assignments. In addition they are responsible for formulating procedures, policies, and program alternatives, making recommendations on program-related issues, and advising management on the potential impact. They must be able to analyze situations and take effective action. They are required to travel throughout the state and conduct workshop presentations. They may be required to work overtime as necessary in support of Cal OES program objectives. They must be able to work independently and in a team environment. Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Governmental Program Analyst (AGPA) to Analyst II. The probationary period will be 12 months for all new appointments with a start date after this change is implemented. The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees. The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics. In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
