Director, Technology Portfolio and Project Management Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization supporting independently incorporated Planned Parenthood affiliates. PPFA also works to educate the public on and advocate for issues of sexual and reproductive health. Purpose The Director leads the strategic execution and continuous improvement of the TSS PPMO, ensuring disciplined delivery across IT and Information Security portfolios while driving operational excellence, accountability, and measurable business value. The Director is both a strategic leader and hands‑on operator, accountable for building a high‑performing PMO that fosters collaboration, transparency, and data‑driven decision‑making. When priorities evolve, the Director may be assigned new or high‑priority projects requiring immediate attention, proactively assessing capacity and mobilizing the team to deliver with speed, clarity, and precision. The role is accountable for leading the transformation of the PPMO into a Value Realization Office, driving strategic alignment, elevating portfolio maturity, and embedding a culture of accountability and measurable impact across TSS. Delivery Leads the strategic execution, governance, and continuous improvement to ensure portfolio performance, delivery discipline, and business value realization across TSS. Matures portfolio management capabilities and standardizes project management practices across TSS. Creates and maintains a TSS Portfolio Dashboard and KPI report to track performance against strategic priorities and milestones. Oversees and mentors the project managers; holds self and the team accountable, fostering ownership, professional growth, and delivery excellence. Leads and manages high‑impact projects/programs including change management and communications aligned with evolving organizational goals. Develops and maintains the PPMO library, tools, templates, and processes; promptly pivots to support top‑priority initiatives. Partners closely with the Scrum Master and Technology Business Partners to align agile delivery, Scrum team outputs, and strategic portfolio goals. Translates TSS priorities into actionable delivery plans and navigates changing demands by adjusting scope, sequencing, and capacity. Champions continuous improvement and innovation of the PPMO, contributing directly to efficiency, value, and impact. Builds trust, focuses on outcomes aligned with enterprise strategy, and serves as a trusted advisor to TSS leadership. Performs other duties as assigned. Engagement The Director defines and executes the long‑term vision of the TSS PPMO, securing organizational buy‑in and enabling its transformation into a value‑creating partner. Builds credibility as a trusted advisor to senior leadership and forges strong partnerships with cross‑functional leaders. Builds and motivates a results‑driven PMO team with clear expectations, consistent performance management, and professional development pathways. Leads the TSS operational portfolio review process in collaboration with the TSS Leadership Team. Defines, tracks, and reports KPIs that demonstrate portfolio value realization; synthesizes complex project performance into actionable insights and executive presentations. Resolves conflicts independently and constructively, optimizing team collaboration. Models mature, accountable leadership by embracing feedback and driving corrective action. Knowledge, Skills and Abilities (KSAs) 8+ years of experience in technology portfolio, program, and project management, with demonstrated success delivering complex, cross‑functional initiatives. Bachelor’s degree required; Master’s degree (MBA or equivalent) or relevant professional certifications highly preferred. Proven track record in standing up or maturing a technology PPMO, establishing measurable value frameworks, and elevating team capability through coaching. 4+ years leading and developing teams of technical and non‑technical project managers; proven ability to motivate and hold teams accountable. Proactive, creative, and execution‑minded leader who drives transformation through ownership, innovation, and results. Deep understanding of modern technology delivery, including agile and waterfall methodologies, with ability to adapt best practices. Recognized as a technology thought leader with clear understanding of software development, system design, and infrastructure delivery processes. Strong analytical mindset and advanced problem‑solving ability to anticipate challenges, manage risks, and resolve issues independently. Exceptional collaborator coordinating multiple work streams, influencing diverse stakeholders, and driving alignment across business and technology functions. Excellent written, verbal, and interpersonal communication skills; able to distill complex information into concise business‑focused insights. Highly self‑motivated, accountable, and detail‑oriented; thrives in dynamic, fast‑paced environments. Demonstrated ability to lead in a diverse and multicultural environment, with sensitivity to different perspectives and commitment to PPFA’s DEI values. Compensation: $160,000 – $165,000 per year.
